بيان سعودي سنغافوري: تعزيز التعاون في مجالات البترول والاستفادة من اتفاقية التجارة الحرة / عاجل

صدر بيان مشترك في ختام زيارة دولة السيد لي هسين لونغ رئيس وزراء جمهورية سنغافورة للمملكة، فيما يلي نصه:
في إطار تعزيز العلاقات الثنائية بين المملكة العربية السعودية وجمهورية سنغافورة، قام دولة رئيس وزراء جمهورية سنغافورة السيد/ لي هسين لونغ، بزيارة رسمية إلى المملكة العربية السعودية في المدة 3 / 4 / 1445 هـ الموافق 18 / 10 /2023م.
واستقبل صاحب السمو الملكي الأمير محمد بن سلمان بن عبدالعزيز آل سعود ولي العهد رئيس مجلس الوزراء، دولة رئيس وزراء جمهورية سنغافورة السيد/ لي هسين لونغ، في قصر اليمامة بالرياض، حيث عقدا جلسة مباحثات رسمية، استعرضا خلالها العلاقات التاريخية بين البلدين الصديقين وسبل تطويرها في جميع المجالات.
وانطلاقاً من رغبة قيادتي البلدين في تعزيز العلاقات الثنائية والتعاون بين البلدين، اتفق الجانبان على الارتقاء بمستوى العلاقة بينهما إلى مستوى (شراكة استراتيجية)، وعبرا عن تطلعهما إلى تعميق وتوسيع الشراكة بين البلدين في جميع المجالات بما يخدم مصالحهما المشتركة.
وثمن دولة رئيس وزراء جمهورية سنغافورة السيد/ لي هسين لونغ الجهود التي تبذلها حكومة المملكة العربية السعودية في خدمة الحرمين الشريفين وقاصديهما من حجاج ومعتمرين وزوار، مشيداً بمستوى التنسيق العالي بين البلدين لتحقيق راحة الحجاج والمعتمرين والزوار من جمهورية سنغافورة. وأعرب الجانب السنغافوري عن دعم وتأييد حكومة جمهورية سنغافورة لترشح المملكة العربية السعودية لاستضافة كأس العالم 2034م.
ورحب الجانبان بالتقدم المحرز في أعمال اللجنة السعودية - السنغافورية المشتركة، والتي عقدت اجتماعها (الثالث) بتاريخ 2 / 4 / 1445هـ الموافق 17 / 10 / 2023م بمدينة الرياض، وتم خلاله بحث سبل تعزيز التعاون والشراكة في مختلف المجالات بما في ذلك الطاقة، والصناعة، والاقتصاد الرقمي، والابتكار، والربط في قطاع النقل والخدمات اللوجستية.
وفي المجالات الاقتصادية والتجارية والاستثمارية، استعرض الجانبان أبرز تحديات الاقتصاد العالمي، ونوها بالمصالح المشتركة واسعة النطاق في كثير من الجوانب الاقتصادية المهمة في البلدين. وأشاد الجانبان بنمو حجم التجارة البينية في العام 2022م بمعدل (51%) مقارنة بالعام 2021م، وأكدا على أهمية استمرار العمل المشترك لتعزيز وتنويع التجارة بينهما، من خلال الاستفادة من اتفاقية التجارة الحرة بين دول مجلس التعاون لدول الخليج العربية وجمهورية سنغافورة، وتكثيف التواصل بين القطاع الخاص في البلدين في مختلف المجالات بما في ذلك الطاقة، والاقتصاد الرقمي، والخدمات المالية، والزراعة والصناعات الغذائية، والنقل والخدمات اللوجستية. كما أكدا على أهمية عقد الشراكات الاستثمارية التي تتيحها برامج ومشاريع رؤية المملكة 2030 في مختلف القطاعات، والاستفادة من خبرات وقدرات الشركات السنغافورية المميزة، وعقد الفعاليات التجارية والاستثمارية المشتركة بما يعود بالمنفعة على اقتصادي البلدين.
وفي مجال الطاقة، أكد الجانبان ضرورة ضمان أمن إمدادات الطاقة في الأسواق العالمية من خلال تشجيع الحوار والتعاون بين الدول المنتجة والمستهلكة، وأكدا أهمية التعاون بين البلدين في مجالات حلول الكربون المنخفض وتقنياته، بما في ذلك الهيدروجين الأخضر والنظيف، واستخلاص الكربون واستخدامه وتخزينه، والكهرباء، والطاقة المتجددة، وكفاءة الطاقة وترشيد استهلاكها والابتكارات المتعلقة بها، ومتابعة ذلك في إطار (خارطة الطريق للتعاون في مجال الطاقة) كخطة تنفيذية لمذكرة التفاهم في مجال الطاقة الموقعة بين وزارة الطاقة في المملكة العربية السعودية ووزارة التجارة والصناعة في جمهورية سنغافورة.
واتفق الجانبان على أهمية تعزيز التعاون في مجالات البترول، والمنتجات المكررة، والبتروكيماويات، وتطوير التقنيات المبتكرة لاستخدامات المصادر الهيدروكربونية وكفاءة الطاقة.
وفيما يتعلق بالتغير المناخي، رحب الجانب السنغافوري بإطلاق المملكة لمبادرتي (السعودية الخضراء) و (الشرق الأوسط الأخضر)، وعبر عن دعمه لجهود المملكة في مجال التغير المناخي، من خلال تطبيق نهج الاقتصاد الدائري للكربون، الذي أطلقته المملكة وأقره قادة دول مجموعة العشرين في العام 2020م. وأكد الجانبان أهمية الالتزام بمبادئ الاتفاقية الإطارية للتغير المناخي، واتفاقية باريس، وضرورة تطوير الاتفاقيات المناخية وتنفيذها بالتركيز على الانبعاثات دون المصادر.
واتفق الجانبان على أهمية تعزيز التعاون في المجالات الدفاعية والأمنية والتنسيق حيال الموضوعات ذات الاهتمام المشترك بما في ذلك مكافحة الجرائم بكافة أشكالها، بما يسهم في تحقيق الأمن والاستقرار في البلدين الصديقين.
وأكد الجانبان أهمية تعزيز التعاون بين البلدين في المحافل الدولية والمنظمات المالية الدولية بما يعزز الجهود الرامية إلى معالجة التحديات التي يواجهها الاقتصاد العالمي، وعبرا عن رغبتهما في تعزيز التعاون وتبادل المعلومات في مجالات الابتكار والتقنية المالية بين البنك المركزي السعودي وسلطة النقد السنغافورية.
واتفق الجانبان على تعزيز التعاون في المجالات الآتية: (1) البيئة والمياه والزراعة والأمن الغذائي. (2) الاقتصاد الرقمي والابتكار. (3) النقل البري والجوي والسككي والموانئ والربط اللوجستي. (4) السياحة والثقافة والشباب. (5) التعليم. (6) الصحة والتنسيق بينهما في دعم المبادرات العالمية لمواجهة الجوائح والمخاطر والتحديات الصحية الحالية والمستقبلية.
وفي الشأن الدولي، جدد الجانبان عزمهما على مواصلة التنسيق وتكثيف الجهود الرامية إلى صون السلم والأمن الدوليين. وتبادلا وجهات النظر حول القضايا التي تهم البلدين على الساحتين الإقليمية والدولية، وأكدا عزمهما على تعزيز التعاون والتنسيق المشترك تجاهها، وتعزيز التعاون في مجال محاربة التطرف والغلو وخطاب الكراهية والإرهاب، ونشر ثقافة الاعتدال والتسامح، ومنع الإساءة للأديان والمقدسات.

تمكن مستشفى الدكتور سليمان الحبيب بالخبر، من إعادة القدرة على الحركة والمشي لسيدة ستينية، ظلت طريحة الفراش منذ أكثر من "14" عاماً، بسبب مضاعفات عملية استبدال مفصل الورك الأيمن كانت قد خضعت لها قبل "30" عاماً، وأجرى لها فريق طبي قاده د. عبدالرحمن الرفاعي استشاري جراحة العظام وعظام الأطفال والتشوهات ومفصل الورك المتقدمة، جراحة معقدة وناجحة أنهت معاناتها.
وقال د. الرفاعي الحاصل على الزمالة السويسرية، أن المراجعة جاءت إلى المستشفى بحالة صحية معقدة، إذ أظهرت الفحوصات الدقيقة وجود التهابات حادة ومزمنة وورم التهابي منتشر في مفصل الورك أدى لخروجه، وكذلك في عظمة الفخذ ومفصل الركبة، كما أنها كانت مصابة بمضاعفات عدم الحركة "تقرحات الفراش" وتصلب المفاصل والظهر، إضافة إلى سوء الحالة الصحية العامة.
أخبار متعلقة ضباب على هذه الأماكن.. تنبيه بالإنذار الأصفر من طقس الشرقية"بيئة الشرقية" توضح للهواة: أسماك الزينة أصدقاء وليست سلعًا تجاريةوتابع د. الرفاعي قائلاً أن الفريق الطبي وضع خطة علاجية متكاملة مكونة من عدة مراحل، بدأت بإزالة المفصل القديم والورم الالتهابي الذي بلغ وزنه "20" كجم، ووضع أجهزة داخلية تحتوي على مضادات لعلاج الالتهابات، وبعد التخلص منها، جرى استبدال كلي لمفصلي الورك والركبة، وعظمة الفخذ، في تدخل جراحي معقد استمر لـ"5" ساعات، وتكللت جهود الفريق الطبي ولله الحمد بالنجاح التام، حيث نقلت المراجعة بحالة صحية مستقرة إلى غرفة التنويم، وتحسنت حالتها باضطراد مع العناية الطبية الحثيثة، وغادرت المستشفى بعد عدة أيام بحالة صحية ممتازة، ولاحقاً تخلصت من كافة الأعراض التي عانت منها طوال سنوات ما قبل العملية، حيث جاءت إلى المستشفى بعد عدة أسابيع مشياً على قدميها.
وختم د. الرفاعي حديثه بالتأكيد على نجاح هذا التدخل الطبي المعقد يعد امتداداً للنجاحات الطبية المستمرة للمستشفى، إضافة إلى أنه أنهى معاناة المراجعة المتواصلة منذ نحو عقد ونصف من الزمان، وأعادها إلى حياتها الطبيعية، مشيراً إلى أنها تلقت العلاج في العديد من المستشفيات داخل المملكة وخارجها إلا أن حالتها لم تتحسن.
