خطوات الحصول على ترخيص مزاولة الطب بقانون المجلس الصحى بعد صدور لائحته

حدد قانون إنشاء وتنظيم المجلس الصحي المصري الصادر بالقانون رقم 12 لسنة 2022 شروط مزاولة مهنة الطب بالنسبة لخريجي كليات القطاع الصحي .
ووضع القانون الجديد عدة اشتراطات لمزاولة مهنة الطب، حيث نص القانون على أن يجتاز طالب الترخيص بنجاح الاختبار الذي يعقده المجلس للتأهيل لمزاولة المهنة، ويمنح المجلس شهادة معتمدة تسمى "البورد المصري" لجميع خريجي كليات القطاع الصحي بعد اجتياز البرنامج التدريبي والاختبار الموحد لكل تخصص من التخصصات الصحية الخاضعة لأحكام هذا القانون.
وتسرى أحكامه على جميع خريجى كليات القطاع الصحى وهى كليات الطب البشرى والأسنان والصيدلة والعلاج الطبيعى والتمريض والطب البيطرى، وغيرها من التخصصات الصحية الأخرى التي يصدر بها قرار من رئيس مجلس الوزراء، كما تسرى أحكامه على خريجى كلية طب القوات المسلحة والأكاديمية الطبية العسكرية بالقوات المسلحة، وكليات جامعة الأزهر.
ويحل المجلس الصحي المصري المنشأ وفق أحكام القانون المرافق، محل الهيئة المصرية للتدريب الإلزامي للأطباء المنشأة بقرار رئيس مجلس الوزراء رقم (210) لسنة 2016، واللجنة العليا للتخصصات الطبية المنشأة بقرار رئيس مجلس الوزراء رقم (3) لسنة 1998، وتؤول إليه جميع حقوقهما وأموالهما الثابتة والمنقولة وحساباتهما المصرفية ويتحمل بجميع التزاماتهما.
وينقل العاملين بالهيئة المصرية للتدريب الإلزامي إلى المجلس الصحي المصري بذات مستوياتهم الوظيفية، وأجورهم، وبدلاتهم، وإجازاتهم، ومزاياهم النقدية والعينية، بما لا يؤثر على ما يستحقونه مستقبلاً من علاوات أو مزايا، وتستمر معاملة هؤلاء العاملين بجميع الأنظمة والقواعد التي تنظم شئونهم الوظيفية لحين صدور لوائح أنظمة العاملين بالمجلس، وفقاً لأحكام القانون المرافق .
هذا ووافق مجلس الوزراء على مشروع قرار رئيس مجلس الوزراء بإصدار اللائحة التنفيذية لقانون إنشاء وتنظيم المجلس الصحي المصري الصادر بالقانون رقم 12 لسنة 2022، الذي جاء إنشاؤه بهدف تطوير الخدمات الصحية المقدمة للمواطنين، من خلال اتباع المعايير المُعتمدة في تدريب الفرق الطبية والعمل على رفع كفاءتها.
ونصت اللائحة التنفيذية على أن يعمل المجلس الصحي المصري على تطوير مستوى التدريب الطبي والصحي للأطباء والعاملين في مختلف التخصصات الطبية ولخريجي الكليات الطبية والصحية، واختبارهم للتحقق من استيفائهم للتأهيل الكافي للممارسة الطبية والصحية الآمنة، لتحسين الخدمات الصحية في مصر، وفقاً للسياسة الصحية والطبية العامة للدولة، إلى جانب تحقيق التكامل والتعاون في مجال التدريب الصحي بين المجلس والهيئات والمجالس العلمية المختلفة في مجالات التخصصات داخل مصر وخارجها، لتحقيق المعايير الدولية للممارسة الصحية الآمنة ومواكبة التقدم العلمي.
