وتلقى الخريجون علومهم وتدريباتهم خلال فترة التدريب على شتى أنواع المعارف والمهارات العسكرية والأمنية الحديثة، التي تمكنهم من أداء مهامهم الأمنية على الوجه الأكمل، والإسهام في حفظ الأمن.

كشفت منظمة مساواة للحقوق والحريات عن أنها وثّقت حملة اختطافات واسعة نفّذتها ميليشيات الحوثي، أمس، في محافظة ذمار، وطالت أكثر من 80 شخصية اجتماعية وتربوية ومرضى، وكباراً في السن من مختلف مديريات المحافظة.
وعبّرت المنظمة، في بيان، عن إدانتها الشديدة لهذه الممارسات التي وصفتها بـ«الإجرامية»، مؤكدة أن الميليشيات مستمرة في حملات الاختطافات والاقتحامات. وأشارت المنظمة إلى أن هذه الحملة تمثل انتهاكاً جسيماً لأحكام القانون الدولي الإنساني، واتفاقيات جنيف التي تضمن حماية المدنيين وتصون حريتهم وأمنهم الشخصي، مؤكدة أن ما يجري في محافظة ذمار يضاف إلى سلسلة طويلة من الانتهاكات التي تمارسها الميليشيات بحق المدنيين في المناطق الخاضعة لسيطرتها، في ظل صمت دولي مقلق يشجعها على التمادي في جرائمها ضد أبناء الشعب اليمني.
ولفتت إلى أن تلك الممارسات تعكس استمرار الميليشيات في سياسة القمع الممنهج ضد المدنيين والأصوات المجتمعية الحرة، مطالبة بالإفراج الفوري وغير المشروط عن جميع المعتقلين، محملة ميليشيات الحوثي الإرهابية، المسؤولية القانونية الكاملة عن سلامتهم، داعية المجتمع الدولي والأمم المتحدة والمنظمات الحقوقية إلى التدخل العاجل لوقف هذه الانتهاكات ومحاسبة المتورطين فيها.
إلى ذلك، وجهت الميليشيا تعميماً لجميع المنظمات الإنسانية العاملة في مناطق سيطرتها تطالبها بتسليم الأجهزة التقنية ووسائل الاتصال التي تستخدمها، ملوحة باتخاذ إجراءات ضد المنظمات التي لا تلتزم بالتعليمات. ويأتي هذا الإجراء في ظل تصاعد القيود التي تفرضها الميليشيا على العمل الإنساني، وتزايد الانتهاكات ضد موظفي الإغاثة. ووفقاً للأمم المتحدة، لا يزال 59 موظفاً من العاملين في المجال الإنساني مختطفين لدى الحوثيين حتى الآن.
وفي سياق متّصل، أكد تقرير صادر عن صندوق الأمم المتحدة للسكان أن 18.1 مليون يمني يواجهون خطر الجوع الحاد، بينهم 41 ألفاً على حافة المجاعة الكارثية، في ظل الانهيار الاقتصادي وتقييد ميليشيا الحوثي لعمل الوكالات الإغاثية، مشيراً إلى أن 70% من الأسر اليمنية لا تملك ما يكفي من الغذاء، فيما لم يتحقق سوى 36% من التمويل الإنساني المطلوب للعام الجاري.
وأوضح التقرير أن نحو مليوني امرأة وفتاة فقدن إمكانية الوصول إلى الخدمات الأساسية بعد تقليص تدخلات الصندوق بنسبة 40%، ما أدى إلى وفاة ثلاث أمهات بسبب انقطاع الرعاية الصحية، فيما تحتاج 9.6 مليون امرأة وفتاة إلى دعم إنساني عاجل، ويواجه خمسة ملايين صعوبات في الحصول على خدمات الصحة الإنجابية.
وبحسب التقرير، قدّم الصندوق خدمات الصحة الإنجابية لنحو 345 ألف امرأة وفتاة، كما قدّم مساعدات طارئة لأكثر من 262 ألف شخص في 19 محافظة.
وكانت منظمات أممية قد حذّرت مؤخراً من تراجع توزيع المساعدات في المناطق المنكوبة بسيطرة الحوثيين بسبب استمرار الميليشيا باختطاف العاملين الإنسانيين وعرقلة وصول الدعم.
