Economist: Government revenues are spent outside the law

Economist Dr. Youssef Saeed said that directors of government revenue institutions, facilities, bodies and companies in the capital, Aden, and areas under the control of the legitimate government spend public resources outside the law, far from priorities and state control.
Dr. Youssef Saeed, professor of economics at the University of Aden, added that public service institutions, to this day, still place their resources in current accounts with commercial and Islamic banks and exchange companies, which has provided an opening for corruption.
He explained in an article, “Will the government be able this time to implement the financial law without delay and political calculations?!” He posted on his page on the social networking site “Facebook” that the managers of these revenue institutions no longer differentiate between public and private money, a situation that expresses the extent of corruption in public sector facilities.
He pointed out that Financial Law No. 8 of 1990 and its executive regulations prohibit and forbid state revenue institutions, bodies and government facilities from opening current accounts in commercial banks, whether at home or abroad, and obliges them to open current accounts for themselves only and exclusively in the Central Bank of Yemen.
Since 2015, and perhaps before, most - if not all public sector revenue institutions and bodies in Aden and all governorates affiliated with the legitimate government - have been setting aside their resources away from the Central Bank and maintaining their current accounts with private commercial banks, and even with exchange companies, the latter of which She started doing a job other than her job, opening accounts for clients outside the law.
Dr. Youssef Saeed said: On Tuesday, August 29, 2023, the Minister of Finance issued Circular No. “11” calling on public service units to work immediately to close all their current accounts in banks and exchange companies and supply resources to the accounts allocated to them and opened by the Central Bank in the capital, Aden, and its branches in Governorates in implementation of the law.
He added that the circular required these units to adhere to the provisions of the relevant laws and regulations in force, while committing and adhering to submitting all statements of the monthly current accounts held by these entities, attached to the monthly trial balance, within a period of one week from the issuance of the circular.
He stated that the Minister of Finance’s recent circular directed to revenue public service units was not the first, as this circular is almost the sixth, apart from the messages sent by the Ministry of Finance during previous years, but the managers of these units did not care and did not respond, perhaps because centers of power continued to protect them and provide them with protection from the law and accountability. Or that their influence within the government was strong.
He pointed out that the Council of Ministers on various occasions threatened to replace managers who did not commit to closing their current accounts that they worked to open outside the Central Bank without complying with the law. Despite this, the directors of government public service units ignored the directives of the Council of Ministers and repeatedly ignored the directives of the Minister of Finance.

جاء ذلك تعلقيًا على المقترح الإسرائيلي نقلًا عن هيئة البث الإسرائيلية والذي ينصّ على: “إطلاق سراح جميع الأسرى الإسرائيليين لدى المقاومة دفعة واحد، ثم تأمين خروج قائد حماس يحيى السنوار من غزة هو وكل من يرغب في مغادرة قطاع عبر ممر آمن، وإطلاق سراح أسرى فلسطينيين (دون تحديد العدد)، ونزع سلاح قطاع غزة (يقصد به المقاومة)، وإيجاد حكم بديل في القطاع بدلًا من حماس، وصولًا إلى إنهاء الحرب”.
ويقول قاسم في لقاء مع شبكة قدس الإخبارية إن الطرح الإسرائيلي يُفهم في سياقين، أولهما ضمن سياق ترحيل أزماته أمام العالم والإقليم والوسطاء بأن المفاوض الإسرائيلي يقدم المبادرات على رغم من أنه هو من عطّل المبادرات والاتفاقيات السابقة، وتحديدً المقترح الذي طرحه الاحتلال، ووافق عليه الوسطاء، وقرأه بايدن في خطابه، وأقرّه مجلس الأمن، وتراجع عنه لاحقًا رئيس الوزراء الإسرائيلي بنيامين نتنياهو.

ويستخدم الاحتلال حتى اللحظة قضية “محور فيلادلفيا” ضمن الحجج التي تعرقل إتمام أي صفقة، بذريعة “أمن إسرائيل” علمًا أنه طوال الأشهر الثمانية الأولى من بداية الحرب لم يطرح محور فيلادلفيا تفاوضيًا، لكنها الملف الذي يستغله الاحتلال لإبطال أي صفقة، ويأتي طرح المبادرة الأخيرة في سياق “ظهور الإسرائيلي وكأنه حريص على الصفقة، والحقيقة أن المقترح لا يساوي الحبر الذي كتب به”، وفق قاسم.
وأشار في معرض حديثه إلى أن السياق الآخر لهذا المقترح هو العامل النفسي، بمعنى أن الاحتلال يسعى للظهور وكأنه انتصر ويريد فرض شروطه الكاملة، علمًا أن حماس لا يمكن أن تتعامل مع هذا المقترح، ولا حتى الوسطاء لا أعتقد أن يتعاملوا مع مقترح لا ينصّ على شيء تفاوضي، وما فيه شروط للاستسلام فقط.
واعتبر قاسم أن ما جاء في المقترح، إنما هي نقاط غير متّزنة، متسائلًا: “المقترح ينص على ممر آمن لخروج السنوار من غزة، هل يعتقد الاحتلال أن حماس عندما قررت الدخول في معركة طوفان الأقصى، كان يبحث قادة الحركة عن ملجأ يفتح لهم من الاحتلال (…) وكذلك قضية الإفراج عن الأسرى الإسرائيليين دفعة واحد فإن الاحتلال يعلم أن هذا لا يقبله أي فلسطيني عاقل حرّ، وما المقابل على ذلك، أن يستمر العدوان وأن لا ينسحب الاحتلال من القطاع، كل ذلك يؤكد أن التعامل مع هذا المقترح هو ترّاهات غير ممكنة”.
وردًا على مقترح “إيجاد حكم بديل في القطاع بدلًا من حماس” ردّ قاسم: موقفنا واضح أن اليوم التالي بعد وقف العدوان، هو فلسطيني بالكامل، والفصائل والقوى الوطنية والشعب الفلسطيني ليسوا بحاجة للعدو الإسرائيلي أن يرتب لنا هذا الشأن الداخلي، وهذا الحديث لا يخصّ سوى الشعب الفلسطيني، حيث أن هناك العديد من الأطروحات بهذا السياق والمطروحة بين الفصائل”. وفي إجابته عن نزع سلاح المقاومة، قال: “لم نسمح أن يفتح الباب للحديث حول هذا الموضوع في أي مرحلة من المراحل، وطالما أن هناك احتلال، فإن المقاومة حقّ من حقوق الشعب الفلسطيني، ولا نقبل طرح الموضوع في أيّ محفل، لأن الشرائع السماوية، والقوانين الدولية كفلت حقّنا بالمقاومة”.
الحركة لا تعوّل على الإدارة الأمريكية التي تمارس بيع الوهم، بهدف شراء الوقت ودعم الاحتلال الإسرائيلي، مستغلين بذلك عجز المنظومة الدولية في إجبار الاحتلال على وقف المجازر، وبالتالي فإن الدور الأمريكي وحضور بلينكن للمنطقة هو بحث عن مبررات لاستمرار عدوان الاحتلال، وتواطؤ أمريكي يتبعه إمداد الاحتلال بالسلاح، وذلك كلّه نفاق دولي أمريكي.
وأكد قاسم أن حماس تسعى دائمًا إلى إنهاء الحرب، لكن ليس على حساب الثوابت القائمة على وقف العدوان أولًا، ثم انسحاب جيش الاحتلال من القطاع، وبدأ الإعمار والوصول إلى صفقة مشرّفة، وفق متطلبات الشعب الفلسطيني. مضيفًا: “المقاومة الآن باتت عصية على الانكسار، ولا شك أن المقاومة اليوم ليست بحاجة لبرهان كي تثبت ذلك، لأنها حاضرة على الأرض وتعمل وفق تكتيكات معيّنة، والاسرائيلي نفسه يدرك الآن أن القضاء على حماس شيء من الوهم والمقاومة مستمرة، والأيام ستثبت أن العدو إلى زوال عن أرضنا”.
