جلس الوزراء يعقد جلسته الاعتيادية الرابعة والثلاثين برئاسة رئيس مجلس الوزراء السيد محمد شياع السوداني

ترأس رئيس مجلس الوزراء، السيد محمد شياع السوداني، اليوم الثلاثاء، الجلسة الاعتيادية الرابعة والثلاثين لمجلس الوزراء، وشهدت مناقشة الأوضاع العامة في عموم البلاد، والبحث في عدد من الملفات المندرجة ضمن أولويات الحكومة، فضلاً عن مناقشة الموضوعات المدرجة على جدول الأعمال.
وجرى، خلال الجلسة، استعراض الإطار العام لعمل مركز البيانات الوطني، المتعلق بمشروع الحوكمة الإلكترونية الستراتيجي، والخطوات اللاحقة للتحول الرقمي، في ما يخص الخدمات المقدمة للمواطنين، وبهذا الصدد وجه السيد رئيس مجلس الوزراء بإعطاء الأولوية في التحول الرقمي إلى الدوائر ذات المساس المباشر مع المواطنين.
ووجّه السيد رئيس مجلس الوزراء بأن يحدد السادة الوزراء يوماً معلوماً ومعلناً عنه، لاستقبال المواطنين ومتابعة الشكاوى المقدّمة إليهم، التي تتطلب النظر فيها من قبل الوزراء.
كما شدد سيادته على أهمية بذل السادة الوزراء أقصى الجهود لمكافحة الفساد وملاحقة الفاسدين، مؤكداً أن أحد أهم معايير تقييم عمل الوزراء ومستوى أدائهم، هو مقدار ما يبذلونه من جهود في مكافحة الفساد، وحسم ملفاته داخل وزاراتهم.
كما وجّه السيد رئيس مجلس الوزراء، الوزارات كافة، بالالتزام الكامل بتنفيذ قانون (28) لسنة 2019، الخاص بإلغاء امتيازات المسؤولين.
وقرر مجلس الوزراء تعطيل الدوام الرسمي ليومي الأربعاء والخميس من الأسبوع المقبل، الموافقين 6 و 7 أيلول، بمناسبة إحياء مراسم الزيارة؛ لاستذكار أربعينية الإمام الحسين وصحبه (عليهم السلام)، وحدد يوم الأحد القادم موعداً لعقد الجلسة الاعتيادية لمجلس الوزراء.
وفي هذا الصدد، وجّه السيد رئيس مجلس الوزراء الوزارات كافة، باستنفار الجهود القصوى من أجل تقديم الخدمات للزائرين وللمواكب الحسينية، وإسناد اللجان المختصة لتنفيذ واجباتها ومهامها في إنجاح مراسم الزيارة.
وفي مسار الدعم المتواصل للأطياف العراقية المتآخية، واستناداً إلى ما تضمّنه المنهاج الوزاري، فقد وافق مجلس الوزراء على تعديل الفقرة الأولى من قرار مجلس الوزراء (364 لسنة 2022) بشمول القوميات والطوائف الأخرى من الأقليات من غير الإيزيديين ساكني المجمعات المثبتة في الفقرة المذكورة آنفاً حصراً،
كما أقرّ تعديل ضوابط بيع قطع الأراضي والدور السكنية لشاغليها من المواطنين الإيزيديين، الصادرة بموجب قرار مجلس الوزراء (23193 لسنة 2023) بما يضمن تنفيذ الفقرة (1) المذكورة آنفاً.
كما وافق مجلس الوزراء على توصيات أمانة بغداد بشأن مشروع معالجة النفايات وإنتاج الطاقة؛ بحسب الآتي:
1. حسم موضوع تخصيص قطعة الأرض التي تحمل التسلسل العقاري (43626/1/3) النهروان، المُفرزة من الأصل (42785/1/3) النهروان، بمساحة (1000) دونم، كونها تنطبق عليها تعليمات وزارة الكهرباء بشأن تصريف توليد بمقدار (150) ميكا واط كحد أقصى.
2. الموافقة على تخصيص (1000) دونم؛ منها (900) دونم لصالح أمانة بغداد، و(100) دونم لصالح وزارة الكهرباء، على القطعة المدرجة في أدناه في قضاء أبو غريب، خارج حدود التصميم الأساس لمدينة بغداد وهي:
ـ جزء من القطعة المرقمة (504/30) مقاطعة (4) عريبة وسليمان، البالغة مساحتها (18418) دونماً و(4) أولك، والعائدة ملكيتها إلى وزارة المالية.
3. تتولى أمانة بغداد بالتعاون مع وزارة الكهرباء والهيئة الوطنية للاستثمار استقطاب العروض الاستثمارية للوقوف على التقنية المناسبة لأمانة بغداد، على أن تقوم وزارة المالية بحسم تخصيص الأراضي للمضيّ في تنفيذ المشروع المذكور آنفاً.
وبهدف تعزيز المنظومات الدفاعية وتأمين أجواء العراق وتحقيق السيادة الجوية في جميع أنحاء البلاد وتقديم الإسناد لقواتنا المسلحة في قواطع المسؤولية، وافق مجلس الوزراء على تعاقد وزارة الدفاع مع شركة تاليس الفرنسية لشراء الرادارات، وذلك استثناءً من أساليب التعاقد المنصوص عليها في المادة (3) من تعليمات تنفيذ العقود الحكومية (3 لسنة 2014).
واستناداً إلى التوجيهات المستمرة، للسيد رئيس مجلس الوزراء في التخفيف عن كاهل العوائل ودعم الأسعار، فقد أقرّ المجلس توصية المجلس الوزاري للاقتصاد (230192 ق) التي تضمنت الموافقة على تخفيض نسبة الرسم الكمركي المفروضة على الحيوانات الحيّة المستوردة لأغراض الذبح (المواشي والأغنام) لتصبح (4%) ويُعاد النظر بها بعد (6) أشهـر من تأريخ إصدار هذا القرار.
