الشرع يوقع إعلانا دستوريا ينظم المرحلة الانتقالية ويؤكد الفصل التام بين السلطات

وقع الرئيس السوري أحمد الشرع، الخميس، على مسودة الإعلان الدستوري الذي ينظم المرحلة الانتقالية في البلاد خلال السنوات الخمس القادمة، وذلك في خطوة من شأنها دفع البلاد إلى حكومة ودستور دائم في نهاية المدة المحددة.
وسلمت لجنة الخبراء المكلفة بصياغة الإعلان الدستوري والمكونة من 7 أعضاء المسودة إلى الشرع أمام الإعلام داخل قصر الشعب بالعاصمة دمشق.
وأوضحت اللجنة أن الإعلان يستمد مشروعيته من الرغبة في بناء سوريا الجديدة، مشيرة إلى أن نص الإعلان حدد فترة المرحلة الانتقالية بمدة خمس سنوات.
ونص الإعلان على أن نظام الحكم رئاسيا، وقضى بحل المحكمة الدستورية القائمة "لأنها من بقايا النظام البائد".
وشدد الإعلان الدستوري على أهمية القضاة وأحكامهم واستقلاليتهم، وترك أمر عزل عضو المجلس أو فصله أو تقليص سلطاته لمجلس الشعب.
ونص الإعلان أيضا على أن مجلس الشعب يتولى العملية التشريعية ورئيس الجمهورية يتولى السلطة التنفيذية، وأكد الفصل التام بين السلطات.
وأبقى على مقتضى أن الفقه الإسلامي هو المصدر الأساسي للتشريع، وأكد حرية الرأي والتعبير والإعلام والنشر والصحافة، بالإضافة إلى ضمان حق الملكية وحق المرأة في المشاركة في العمل والعلم.
وأشارت اللجنة إلى أنها حرصت "على باب خاص بالحقوق والحريات لخلق توازن بين الأمن المجتمعي والحرية"، حسب وكالة الأنباء السورية "سانا".
وتم التأكيد في الإعلان الدستوري على التزام الدولة بوحدة الأرض والشعب واحترام الخصوصيات الثقافية، ودعا إلى تشكيل لجنة لصياغة دستور دائم.
وجرى منح رئيس الجمهورية حق إعلان حالة الطوارئ، كما تم منح مجلس الشعب الحق في استدعاء الوزراء واستجوابهم.
وعقب تسلمه مسودة الإعلان الدستوري، قال الشرع: "نتمنى أن يكون هذا تاريخ جديد لسوريا نستبدل به الجهل بالعلم والعذاب بالرحمة".
وأضاف "ونأمل أن يكون ذلك فاتحة خير للشعب السوري على طريق البناء والتطور".
