عاجل| الحكومة توافق على قرار بشأن تنظيم وزارة الصناعة وتحديد اختصاصاتها

وافق مجلس الوزراء في اجتماعه اليوم برئاسة الدكتور مصطفى مدبولي، رئيس مجلس الوزراء، على مشروع قرار رئيس مجلس الوزراء بتنظيم وزارة الصناعة، والذي يتضمن تحديد اختصاصاتها، والجهات التابعة لها، وتخويل وزير الصناعة بإصدار قرار بالهيكل التنظيمي للوزارة، وجداول الوظائف بها، بعد أخذ رأي الجهاز المركزي للتنظيم والإدارة.
ونص مشروع القرار على أن تعمل وزارة الصناعة على تحديث وتطوير الصناعة المصرية وزيادة قدرتها التنافسية، وتباشر في سبيل ذلك مهام واختصاصات تشمل وضع السياسات والاستراتيجيات الصناعية الوطنية، من خلال تحديد الأهداف والأولويات الصناعية للدولة، وإعداد الخطط والبرامج لتنمية القطاع الصناعي وتطويره، مع تعزيز البنية التحتية الصناعية من خلال تطوير وإدارة المناطق والمدن الصناعية وإنشاء البنية التحتية الضرورية، وتقديم الحوافز والتسهيلات للمشاريع الصناعية، إلى جانب دعم وتنمية الصناعات الوطنية وتشجيع القطاع الخاص، وتحفيز البحث والتطوير والابتكار في المجالات الصناعية، وكذا تعزيز القدرة التنافسية للصناعات الوطنية بما يزيد من الصادرات الصناعية ويقلل من الواردات من المواد المُصنعة، فضلاً عن تنظيم وإدارة القطاع الصناعي من خلال تطوير اللوائح التنظيمية للقطاع الصناعي، وتبسيط اجراءات إصدار التراخيص والتصاريح اللازمة للأنشطة الصناعية وإعداد وتحديث قواعد البيانات الخاصة بالمُنشآت الصناعية.
هذا بالإضافة إلى مراقبة الامتثال للمعايير والمواصفات القياسية الفنية والبيئية الوطنية والدولية للمشاريع الصناعية بما يضمن جودة المنتجات الصناعية المصرية ويزيد من قدرتها التنافسية، مع تشجيع تبني براءات الاختراع الوطنية المتعلقة بالمنتجات الصناعية، وكذا وضع خطط ومعايير تأهيل العمالة الفنية بالتنسيق مع الوزارات المعنية والقطاع الخاص بما يخدم متطلبات الصناعة المصرية ويزيد من فرص التشغيل، إلى جانب المعاونة في إعداد دراسات الجدوى الاقتصادية للمشروعات الصناعية، ودعم وتشجيع المشروعات الصناعية المتوسطة والصغيرة ومتناهية الصغر، فضلاً عن متابعة مؤشرات أداء القطاع الصناعي على مستوى الدولة في التقارير الوطنية والدولية وإصدار النشرات الدورية وتوفير البيانات الخاصة بالنشاط الصناعي في مختلف المجالات، وذلك بالتعاون والتنسيق مع اتحاد الصناعات المصرية، بالإضافة إلى اقتراح التدخلات المطلوبة سواء التشريعية أو التنظيمية أو التمويلية من أجل تشجيع مناخ الاستثمار في القطاع الصناعي.
كما تضمنت الاختصاصات التنسيق مع الجهات الوطنية المختصة كالوزارات والقطاع الخاص من أجل تعزيز التعاون الدولي في مجال التصنيع وتعميق المكون المحلي والتوطين الصناعي، إلى جانب اعداد الدراسات عن الفرص الاستثمارية الصناعية المتاح الاستثمار بها سواء للقطاع الخاص والمستثمرين الأجانب وإصدار النشرات الدورية اللازمة والتنسيق مع الجهات المعنية لإتاحتها على خريطة الاستثمار الصناعي، مع إعداد الدراسات حول المزايا النسبية والتنافسية لكل منتج صناعي وفائدة ربطها بصناعات تكميلية أخرى، بالإضافة إلى تعزيز وتشجيع الالتزام بالممارسات البيئية الآمنة بالقطاع الصناعي بهدف حماية البيئة من مخاطر التلوث الناتج عن الأنشطة الصناعية المختلفة، وذلك من خلال دعم تطبيق المعايير البيئية على المنشآت الصناعية، وتشجيع استخدام التقنيات الصديقة للبيئة والمعالجة الآمنة للمخلفات الصناعية، ونشر الوعي البيئي لدى العاملين في القطاع الصناعي، وكذلك تعزيز التحول الهيكلي نحو اقتصاد صناعي ديناميكي وتنافسي قادر على المنافسة عالمياً، مع العمل على إقامة وإنشاء المناطق والمجمعات الصناعية الذكية، والخضراء بالشراكة مع القطاع الخاص، إلى جانب تدعيم الاعتراف المتبادل في مجال الاعتماد مع المؤسسات النظيرة بالخارج والعمل على عقد بروتوكولات تعاون في هذا الشأن.
كما نص مشروع القرار على أن يتبع وزير الصناعة عدة جهات، وهي: الجهاز التنفيذي للهيئة العامة لتنفيذ المشروعات الصناعية والتعدينية، والهيئة العامة للتنمية الصناعية، ومصلحة الرقابة الصناعية، ومصلحة الكفاية الإنتاجية والتدريب المهني، والمجلس الوطني للاعتماد، ومركز تحديث الصناعة، والهيئة المصرية العامة للمواصفات والجودة، والمعهد القومي للجودة، والهيئة العامة لشئون المطابع الأميرية، ومعهد التبين للدراسات المعدنية.
