دقة الاقتصاد الإبداعي .. الشرقية تُبدع نموذجًا

رؤية تجمع بين دقة التخطيط وجموح الخيال، حيث يتحوّل الإبداع إلى قيمة اقتصادية تُسهم في تنمية الأفراد والمجتمعات. الاقتصاد الإبداعي، الذي عرّفه مؤتمر الأمم المتحدة للتجارة والتنمية (الأونكتاد) عام 2008، بأنه استغلال الأصول الإبداعية لتوليد النمو الاقتصادي ودفع عجلة التنمية، يعتمد على ثلاث ركائز رئيسية: الإبداع البشري كطاقة محركة، التكنولوجيا كأداة تمكين، والمعرفة كاستثمار مُستدام

. ضباب متباين الشدة على أجزاء من المنطقة الشرقيةنائب أمير الشرقية يرأس اجتماع مجلس إدارة مؤسسة تطوير جزيرة دارين وتاروتالصناعات الإبداعية، التي تُعد جزءًا من هذا الاقتصاد، تشمل إنتاج السلع والخدمات باستخدام رأس المال الفكري والإبداعي. تنقسم هذه الصناعات إلى أربع مجموعات رئيسية: التراث، الفنون، وسائل الإعلام، والإبداعات الوظيفية. ما يجعلها نواة أساسية لتحويل الأفكار إلى منتجات وخدمات ملموسة.
الإبداع هو المحرك الأساسي للتنمية؛ لذلك لا يثري الاقتصاد فقط، بل يُحدث أثرًا ملموسًا في المجتمع من خلال خلق فرص لتطوير المواهب وصقلها، حيث يتحوّل الهواة إلى محترفين، وتتحوّل الأفكار إلى مشاريع اقتصادية وتولِّد وظائف تُسهم في تقليل البطالة. وهنا يمكننا الإشارة إلى تصريح سمو ولي العهد الأمير محمد بن سلمان -حفظه الله- خلال افتتاح أعمال الدورة التاسعة لمجلس الشورى حيث قال: "سجلت البطالة بين المواطنين أدنى مستوياتها التاريخية في الربع الأول من عام 2024 بنسبة 6.7% مقارنة بـ8.12% في عام 2017" فهذه الأرقام تكشف عن تنامي الفرص ومضاعفتها المستدامة نتيجة الشراكات المجتمعية، لما توفره من فرص عمل، وتأهيل وتدريب، وخبرات معرفية، وغيرها.
الاعتماد على الاقتصاد الإبداعي أصبح ضرورة مُلِحّة في مجتمعاتنا العربية لتحقيق مستقبل أفضل. وفقًا لتقرير الأونكتاد لعام 2018، يُعد هذا القطاع من أسرع القطاعات الاقتصادية نموًا، حيث بلغ متوسط معدل النمو السنوي للسلع الإبداعية بين عامي 2013 و2015 نحو 7.34% كما زادت صادرات السلع الإبداعية عالميًا من 208 مليارات دولار في عام 2002 إلى 509 مليارات دولار في عام 2015، أي أكثر من الضعف خلال 13 عامًا.
حِراك الاقتصاد الإبداعي ينطلق عادةً من الجهات الرسمية، مما يُحفّز بقية القطاعات للحاق بالرّكب. من المنطقة الشرقية، بدأ مركز الملك عبدالعزيز الثقافي العالمي (إثراء) بمبادرة "الشرقية تُبدع"، وهي مظلة تجمع جهات القطاع العام والخاص وغير الربحي في مبادرة إبداعية ثقافية مجتمعية تهدف إلى تفعيل الجانب الإبداعي لدى أفراد المجتمع. تُقام المبادرة في شهر نوفمبر من كل عام بالشراكة مع هيئات ومؤسسات مختلفة، بهدف خلق أنشطة إبداعية متنوعة للمجتمع المحلي. وُلدت هذه المبادرة في عام 2020، عندما فَرضت جائحة كورونا قيودًا على الحركة وأغلقت الأبواب المادية، لكنها فتحت الأبواب الإبداعية.
استمرت المبادرة في تعزيز الشراكات ودعم المبدعين، وحَظِيت برعاية كريمة من صاحب السمو الملكي الأمير سعود بن نايف بن عبد العزيز أمير المنطقة الشرقية لثلاث سنوات متتالية منذ عام 2022 وحتى 2024. هذا العام، وصلت المبادرة إلى الشراكة مع أكثر من 400 جهة قدّمت ما يزيد عن 1600 فعالية متنوعة في 10 مدن مختلفة بالمنطقة الشرقية. وراء هذه الأرقام تكمن حكايات لمواهب اكتُشفت، وفرص أُتيحت، ومشاريع وُلدت من رحم الإبداع لتُنافس في الأسواق الكبرى.
الإبداع يُمثّل استثمارًا في المستقبل، لذلك لا تقتصر فعاليات "الشرقية تُبدع" على الأنشطة التفاعلية فقط، بل وتتناول الجوانب التعليمية التي تُطوّر المهارات وتُنمّي الأفراد. من برامج تدريبية للطهاة والمبرمجين، إلى دورات للمرشدين السياحيين ومنسّقي الزهور، تُفتح آفاق جديدة أمام مشاريع مبتكرة تُضيف قيمة فريدة للمشهد الاقتصادي المحلي.
الاقتصاد الإبداعي إذن ليس مجرد نشاط اقتصادي، بل هو استثمار طويل الأمد في الإنسان والمجتمع. إنه دعوة لاستكشاف الإمكانات الكامنة، وتحويل الأحلام إلى حقائق تُسهم في بناء مستقبل أكثر إشراقًا، حيث يكون الإبداع هو المحرك الأول لكل تطوّر.
