نهب 179 مليار ريال باسم الزكاة والضرائب.. استنزاف حوثي مستمر لإيرادات يمن موبايل

تعد إيرادات قطاع الاتصالات اليمنية أكبر مصادر تمويل ميليشيا الحوثي الموالية لإيران في اليمن، وهذا أثبتته التقارير السنوية التي تصدرها شركة "يمن موبايل" الشركة الحكومية الأكبر التي تستحوذ على معظم مشتركي الهاتف النقال في اليمن بنحو 12 مليون مشترك.
وأعلنت شركة "يمن موبايل" خلال الأيام الماضية، تحقيق إيرادات هي الأعلى خلال العام 2023، مقارنة بالأعوام السابقة، حيث بلغ إجمالي ما تم جنيه من إيرادات بأكثر من 249 مليارا و386 مليون ريال.
التقرير السنوي الذي أصدرته الشركة للعام 2023، كشف عن عمليات استنزاف كبيرة تجري لأموال الإيرادات على مدى السنة تحت مسميات عديدة بينها مصروفات الزكاة والضرائب، وهي مبالغ ضخمة يتم توريدها إلى حسابات ما يسمى "هيئة الزكاة" التي يشرف عليها قيادات حوثية، وأخرى باسم مصلحة الضرائب وغيرها. وبلغت إجمالي المبالغ المستقطعة لصالح جهات حوثية "الزكاة والضرائب" نحو 37 مليارا و730 مليون ريال.
وأشار التقرير إلى أن قيمة المصاريف قبل الزكاة والضريبة ارتفعت عن العام الذي سبقه 2022، بنسبة تزيد عن 39%. وأعادت الشركة أسباب هذه الزيادة في الصرفيات إلى ما أسمته تطوير البنية التحتية وأسباب اقتصادية وجيوسياسية خارج تحكم وسيطرة الشركة. وأظهر التقرير جانبا من الإنفاق الفعلي التي تم استقطاعها بالقوة من قبل الميليشيات الحوثية في دعم فعاليات المولد النبوي الذي تجني منه القيادات الحوثية أموالا طائلة، إلى جانب إقامة فعاليات داعمة لأسر قتلى وجرحى العناصر المقاتلة التابعة للميليشيات وفعاليات وأنشطة أخرى تحت مسميات أخرى.
وبحسب التقرير فإن نسبة الأرباح التي تحققت خلال العام 2023، وصلت إلى أكثر من 40%، إلا أن الشركة قررت توزيع أرباحها على المساهمين من المواطنين وغيرهم بواقع 200 ريال للسهم، في حين جرى توزيع الأرباح على أطراف أخرى بينهم أعضاء مجلس إدارة الشركة وعددهم 11 شخصًا وحصلوا على 193 مليون ريال كمكافأة على عقدهم 11 اجتماعا بالسنة.
تقارير متكررة لفريق خبراء الأمم المتحدة، كشفت حقيقة استغلال الميليشيات الحوثية لقطاع الاتصالات لتمويل حربهم العبثية في اليمن. أكثر من ملياري دولار سنوياً يكسبها الحوثيون من هذا القطاع الذي تتحكم بمفاصله بشكل كلي.
ويؤكد الكثير من المراقبين والخبراء على ضرورة قيام الحكومة اليمنية بتحرير ملف الاتصالات من قبضة الميليشيات الحوثية، في حال أرادت تقليص الإيرادات المهولة التي يوفرها هذا القطاع لهذه الجماعة التي تستغلها للحرب وإثراء قياداتهم.
وتقول أم سامح، إحدى المساهمات في شركة يمن موبايل وتمتلك العشرات من الأسهم: "نسمع عن تفاخر شركة "يمن موبايل" بالإيرادات الضخمة وغير المسبوقة، ولكن في المقابل ما نتحصل عليه من أرباح الأسهم ضئيل جداً مقارنة بالمليارات المحققة وصافي الأرباح". مضيفة: في العام 2021 كان نصيب السهم الواحد 175 ريالا/للسهم، مع أن نسبة ربح السهم وصلت 35%. ولكن في 2022 كان نصيب السهم 190 ريالا/ للسهم، وكانت نسبة ربح السهم الموزع 38%. ولكن هذا العام وصلت نسبة ربح السهم الموزع إلى 40%، ولكن تم إقرار نصيب السهم الواحد 200 ريال فقط.
