"الموارد البشرية".. قواعد جديدة لتنظيم عمل الجمعيات الأهلية

وافقت وزارة الموارد البشرية والتنمية الاجتماعية على قواعد جديدة لتنظيم العلاقة بين الجهات الرسمية والجمعيات والمؤسسات الأهلية، بهدف تعزيز استقلالية القطاع غير الربحي وتمكينه من أداء دوره التنموي.مسؤوليات الجهات المختلفةوحسب القواعد الجديدة، يتولى المركز الوطني لتنمية القطاع غير الربحي مسؤولية الموافقة على طلبات تأسيس الجمعيات والمؤسسات، ومشاركاتها الخارجية، وتعاقداتها مع الجهات الدولية.
فيما تتولى وزارة الداخلية توحيد اشتراطات الحصول على موافقات إمارات المناطق لإقامة فعاليات الجمعيات، ووضع آليات الموافقة والإلغاء أو إيقاف أي منها في حالة المخالفة.

كما تُلزم الجهات الرسمية بمُراعاة استقلالية الجمعيات في السجلات وتراخيص الأنشطة، وإشعار المركز بأي مخالفات.
وتنص القواعد على تقديم الجمعيات طلبات إصدار السجلات والتراخيص للجهات الرسمية مباشرة، على أن يتم التقدم عبر المركز للموافقة على المشاركات الخارجية وتنظيم الفعاليات. وتُتيح القواعد للجمعيات إعداد قائمة بفعالياتها السنوية وتزويد المركز بها في بداية كل سنة ميلادية على أن تزوّد المركز بها.
