بعيدًا عن الأحياء السكنية ومجاري السيول.. متطلبات جديدة لإنشاء حدائق الحيوان

طرحت وزارة البلديات والإسكان، اشتراطات حدائق الحيوان، وذلك لتطوير وتحسين بيئة الأعمال بطريقة تحقق الطموحات والأهداف العامة للفرد والمجتمع سوياً، ومساعدة الراغبين في الاستثمار في هذا المجال، ورفع معيار الامتثال لمعالجة مظاهر التشوه البصري.
وحددت الوزارة عبر منصة استطلاع متطلبات الموقع والمساحة حيث ألزمت أن تقع ضمن المواقع المخصصة للاستخدام الترفيهي أو البيئي أو التجاري، وتوفر طريق يربط الحديقة بأحد الطرق السريعة المؤدية إلى المدينة.

وألزمت المرخص له بالأخذ بالاعتبار الاشتراطات الصادرة من الجهة المعنية بالنشاط والجهات الأخرى ذات العلاقة.
وأوجبت أن تكون السلالم الخارجية ومداخل السيارات ضمن حدود ملكية العقار، ويتم ربط الموقع بالطرق الرئيسة أو الإقليمية التي تربط بين شبكة النقل العام بالمدينة وخطوط النقل العام بالمنطقة وكذلك بالتجمعات العمرانية التي تقع في نطاقها، ويراعى في ذلك مخطط شبكات الطرق المستقبلية المقترح في المنطقة «إن وجدت».
وأكدت على أن يكون الموقع على شارع تجاري في حال كان الموقع داخل مراحل التنمية العمرانية، وأن يحاط الموقع بمنطقة عازلة خضراء لا يقل عرضها عن 10 أمتار في حالة أن الموقع يقع خارج حد حماية التنمية، وذلك للدواعي الأمنية وتوفير الخصوصية.
وشددت على توفير أكثر من ساحة انتظار داخل الحديقة، بحيث تخدم جزء معين من أجزاء الحديقة، ويتم ربط هذه الساحات بمداخل ومخارج الحديقة وشبكة الطرق الداخلية بالحديقة، لتوزيع الحركة بصورة جيدة، أن يتم توفير مواقف للسيارات، أن يكون الموقع خارج حدود مجاري السيول وتجمعات المياه والآبار الارتوازية.
ونصت اللائحة على أن يكون موقع حدائق الحيوان بعيدا عن الاستعمالات المتعارضة، مثل المناطق الصناعية والمناطق المنتجة للملوثات مثل محطات تتوافق الاستعمالات المحيطة مع نشاط حديقة الحيوان، مثل المراكز التجارية الإقليمية والمدن والنوادي الرياضية.
الابتعاد عن الأحياء السكنية
وحظرت إقامة حديقة الحيوان داخل الأحياء السكنية، مع السماح بتوفير سكن للعمال على ألا تتجاوز 10% من مساحة الموقع.
وسمحت أيضًا بإقامة نشاط حديقة الحيوان ضمن المحميات الطبيعية حسب اللائحة التنفيذية للمناطق المحمية.
وأتاحت الوزارة بممارسة أنشطة يتجاوز مجموع مساحات الأنشطة المضافة عن 50% من المساحة الإجمالية الواردة في الترخيص والمحافظة على الحد الأدنى لمساحة النشاط الرئيسي، وألّا تقل مساحة النشاط الإضافي عن 6م² ويستثنى من ذلك مكائن الخدمة الذاتية.
وأوجبت توفير مكتب للإدارة لا يقل عن 24 م²، وتحديد المساحات الداخلية للمباني حسب متطلبات الجهة المشرفة، وتوفير دورات مياه ومغاسل للأيدي ومصليات، وغرفة للإسعافات الأولية لا تقل عن 12 م²، وألا يقل صافي عرض الممرات الداخلية المغلقة والمفتوحة عن 7م.
وألزمت بأن يكون يجب تسوير محيط الموقع بسور مصمت غير نافذ بارتفاع لا يقل عن 2,4م، وتوفير مداخل ومخارج مستقلة للزوار.
وشددت على تركيب كاميرات أمنية وتوفير متطلبات الدفع الالكتروني، والالتزام بالمتطلبات والارشادات الصادرة من قبل المركز الوطني لإدارة النفايات والجهة المختصة، ومتطلبات النظافة العامة وصيانة الأرضيات والإضاءة والجدران وأجهزة التكييف وتمديدات الخدمة.
وألزمت الوزارة المرخص له يجب بالحصول على الترخيص البلدي قبل البدء في أعمال التشغيل، والالتزام بجميع الاشتراطات التشغيلية من قبل الجهة المشرفة.
وحظرت ممارسة نشاط مخالف لما تم الترخيص له، أو مزاولة النشاط بعد انتهاء الترخيص، أو ممارسة أي نشاط إضافي غير مدرج في الترخيص، أو ممارسة النشاط خارج حدود السوق أو المحل المرخص له أو لها أو استخدام الأرصفة العامة أو مناطق الارتداد.
ومنعت نزع أو تغطية ملصق إغلاق السوق أو المحل، وفي حالة إغلاق المحل أو المنشأة من قبل الأمانة أو البلدية، يمنع إعادة فتح السوق أو المحل لحين معالجة المخالفة وموافقة الأمانة أو البلدية على استئناف ممارسة النشاط.
