بالصور..«تطوير التعليم بالوزراء» يشارك في مؤتمر «العمل مع فنلندا» بالشراكة مع «ابدأ».. ويبحث سبل التعاون

أكد د. رشا سعد شرف، الأمين عام لصندوق تطوير التعليم التابع لرئاسة مجلس الوزراء، أن الصندوق يعمل كحاضنة لنماذج غير تقليدية لمشروعات تعليمية في قطاعات التعليم المختلفة، ويوفر حلولًا مباشرة للمشكلات التي يعاني منها قطاع التعليم، فضلًا عن استيفاء معايير دولية من حيث الاعتماد والجودة، من خلال وجود نموذج تعليمي يخرج دفعة تكون مستوفية للمعايير الدولية وتبني هذا النموذج وتعميمه على القطاع المعني.
واستعرضت خلال كلمتها بمؤتمر «العمل مع فنلندا» الذي تنظمه مؤسسة «ابدأ» والسفارة الفنلندية بمصر، استراتيجية عمل الصندوق بالتعاون مع شركاء الصناعة والشركاء الدوليين من أجل تحقيق افضل عائد للتعليم على الاقتصاد المصري ومؤشرات التنمية في مختلف المجالات، موضحة أن الصندوق يعتمد على أن يكون هناك شريك تعليمي أجنبي، له خبرة في إعداد الكوادر وتطوير المناهج وتطوير البنية التحتية لتخريج طالب مستوفي الجودة العالمية لمدة زمنية معينة.
وأشارت «شرف» إلى أن الصندوق يعمل على تقديم نماذج تعليمية غير تقليدية لحل أزمات التعليم المتراكمة، تعتمد تلك النماذج على علوم تقدم حلول مباشرة وإبداعية، مؤكدة أن التحدي الحقيقي هو تحقيق استدامة هذه النماذج فنيًا وإداريًا وتشريعيًا وماليًا، كما شددت على ضرورة التعامل مع النماذج الموجودة على أنها وسيلة لتطوير القطاع وليست هدفًا في حد ذاتها وذلك عن طريق تحقيق استدامة النماذج الناجحة، وإنشاء نماذج جديدة وفقًا للتخصصات المطلوبة بناءً على دراسة سوق العمل.
وعلى هامش المؤتمر بحثت الأمين العام لصندوق تطوير التعليم التابع لرئاسة مجلس الوزراء، سبل عقد شراكات مع فنلندا ومصادر التمويل المحتملة لتمويل مشروعات تعليمية جديدة بالتعاون مع الخبراء والمؤسسات الفنلندية، واتفق الجانبان على تواصل اللقاءات لحين الوصول إلى الشكل النهائي للتعاون المشترك.
جاء ذلك المؤتمر بحضور ريكا إيلا، السفيرة الفنلندية بمصر، وأحمد حافظ مسؤول الاستثمار الأجنبي المباشر بمؤسسة «ابدأ»، بيرجيت نيفالا، مديرة برنامج الشراكة الفنلندنية، د، عمرو بوسيلة، رئيس الإدارة المركزية لتطوير التعليم الفني بوزارة التربية والتعليم، بالإضافة إلى عدد من الخبراء المصريين والفنلنديين، لاستكشاف فرص العمل وتعزيز الشراكات، وقد شملت المناقشات مجالات رئيسية مثل التعليم المهني، وتدريب المعلمين، وتنمية رأس المال البشري، إلى جانب جلسات التواصل مع الشركات الفنلندية.

ويبدأ التقديم على الوظائف التعليمية اعتبارًا من يوم الجمعة 07 رمضان 1446هـ الموافق 07 مارس 2025م، للمتقدمين وينتهي بنهاية يوم الأربعاء 12 رمضان 1446 هـ الموافق 12 مـارس 2025، وللمتقدمات يوم الجمعة بتاريخ 14 رمضان 1446هـ الموافق 14مارس 2025م، وينتهي بنهاية يوم الأربعاء 19 رمضان 1446هـ الموافق 19 مارس 2025م، وذلك وفقًا للائحة التنفيذية للموارد البشرية في الخدمة المدنية.

وتعتمد المفاضلة النهائية بين المرشحين على ضوابط وشروط شغل الوظائف التعليمية التي تتضمن: المعدل التراكمي (10%)، وأقدمية التخرّج (10%)، ودرجة اختبار الرخصة المهنية للعام (30%)، ودرجة اختبار الرخصة المهنية للتخصص (50%).
ويأتي إعلان التقديم على الوظائف التعليمية بنظام التعاقد المكاني مرتبطًا بالتوجهات المستقبلية لوزارة التعليم، وجزءًا من التحول في المنظومة التعليمية لاستقطاب الكوادر التعليمية المؤهلة، وفق ضوابط واشتراطات تحقق الكفاءة والمهنية، وتسهم في تحسين نواتج التعلم، وتعزيز جودة التعليم، إذ تتطلب التميّز المهني وتحقيق أعلى المعايير بتطبيق أدوات قياس معيارية تتيح اختيار الأكفاء من النواحي العملية والنظرية والتطبيقية، إلى جانب التأهيل المهني من خلال البرامج والدورات الملزمة التي ينفذها المعهد الوطني للتطوير المهني التعليمي وصولًا إلى "تمهين التعليم" بإيجاد معلم مؤهل حاصل على الرخصة المهنية لمزاولة مهنة التعليم.
