ثوريون عرب يقدمون رؤية ديمقراطية تدعو لتحرر شامل وترفض التطبيع

سراييفو – قدّم مفكرون وسياسيون وناشطون ما وصفوها بخريطة طريق جديدة للديمقراطية العربية في ظل تفاقم التسلط الداخلي والعدوان الخارجي، وذلك في وثيقة بعنوان "العهد الديمقراطي العربي".
وصدرت الوثيقة في ختام مؤتمر بمدينة سراييفو، نظمه المجلس العربي برئاسة الرئيس التونسي الأسبق منصف المرزوقي، وشارك فيه وزراء ومسؤولون سابقون وكتاب وباحثون من مختلف البلدان العربية.
ويأتي العهد الديمقراطي في ظل "هذه المرحلة الحرجة التي تشهد تعثر مسار الربيع العربي في بلداننا وتصاعد أزمة الديمقراطية على الصعيد العالمي حتى في معاقلها التقليدية بالإضافة إلى تنامي الشعبوية وصعود اليمين المتطرف في العديد من دول العالم"، وفقا للوثيقة.
وخلال المؤتمر، قال الرئيس التونسي الأسبق للجزيرة نت إنه آن الأوان لاستعادة الحراك الثوري الديمقراطي، في ظل ما وصفه بفشل الثورة المضادة حيث "الأمور تزداد تعفنا وتعقدا خاصة بفضيحة سقوط هذه الأنظمة أمام ما يقع في غزة".
ويقول الموقعون على الوثيقة "نؤمن أن الديمقراطية ليست فقط نظام حكم، بل عملية تحرير شاملة من هذا الإذلال الجماعي. إنها السبيل الوحيد لتحويل شعوبنا من رعايا إلى مواطنين أحرار ومبدعين".
ويؤكدون على التبني الكامل للهدف المشترك "بين جميع الأحزاب والمنظمات الديمقراطية في العالم وهو إنهاء الصراع الدموي على السلطة من خلال الانتقال السلمي عبر انتخابات حرة ونزيهة"، وضمان قيم الديمقراطية من "الفصل بين السلطات والمشاركة الشعبية الحقيقية وتكريس الحقوق السياسية والمدنية للأفراد وحرية التعبير"، وغيرها.
وتضيف الوثيقة إلى هذه القواسم المشتركة 3 أهداف خاصة للديمقراطيين العرب تشكل دافعا إضافيا للانخراط في هذا المشروع، وفق قولهم.
وهي "الديمقراطية سبيلنا للتحرر من الاستعمار"، إذ تؤكد الوثيقة أن الاستبداد في العالم العربي والاستعمار وجهان لعملة واحدة، وتدعو إلى تحقيق السيادة الحقيقية وقطع كل أشكال التبعية المهينة ورفض مخططات التقسيم والتدخل الخارجي والتطبيع.
أما الهدف الثاني فهو أن تكون الديمقراطية سبيلا لتحقيق العدالة الاجتماعية، حيث إن "أولوية الأولويات بالنسبة لنا هي الخروج من الفقر والتصدي للفساد وبناء التنمية المستدامة وتحقيق العدالة في توزيع الثروة الجماعية".
والهدف الثالث هو أن تكون الديمقراطية أداة لبناء فضاء التضامن العربي، إذ تقول الوثيقة إننا اليوم "نشهد في عجز تام التنكيل بالشعب الفلسطيني أشجع شعوبنا نتيجة تفرق الأمة إلى 22 دولة ضعيفة تابعة ومتناحرة".
من ناحية أخرى، تشير هذه الرؤية الديمقراطية إلى رفض "الخلط بين الأنظمة الغربية التي تدعم الصهيونية والاستبداد العربي وبين الديمقراطية كمنظومة قيم وأفكار".
وفي الختام، تقول الوثيقة "نتجمع تحت راية هذا العهد، عاقدين العزم على النضال من أجل تحقيق ديمقراطية عربية مواطنية، سيادية، اتحادية، اجتماعية، يكون هدفها الأسمة بناء دول قانون ومؤسسات وخلق شعوب من المواطنين الذين يتمتعون بالاحترام الكامل لأشخاصهم ولحقوقهم السياسية والاجتماعية والاقتصادية ولتعدديتهم الثقافية والدينية والعرقية".
