إدارة بايدن ستلغي سياسة استمرت لسنوات للضغط على السعودية

قالت ثلاثة مصادر مطلعة لرويترز، الجمعة، إن إدارة الرئيس الأميركي، جو بايدن، قررت رفع الحظر عن بيع الولايات المتحدة أسلحة هجومية للسعودية، لتلغي بذلك سياسة استمرت ثلاث سنوات للضغط على المملكة لإنهاء حرب اليمن.
وكانت وكالة بلومبرغ ذكرت، في ١٤ يونيو، أن عضوا ديمقراطيا بارزا في مجلس الشيوخ الأميركي يراجع محددات أمام مبيعات الأسلحة الأميركية للسعودية، في إشارة إلى "تقارب" في العلاقات، في حين تحاول إدارة بايدن، التوصل لاتفاق أمني مع المملكة والبحث عن حلول لتخفيف النزاع بين إسرائيل وحماس.
وذكر السيناتور بين كاردين (ديمقراطي عن ماريلاند) والذي يترأس لجنة العلاقات الخارجية في مجلس الشيوخ الأميركي، أنه أوصى موظفيه بمراجعة كافة التعليقات على مبيعات الأسلحة للسعوديين.
وأضاف أنه، في بعض الحالات، تقدم فريق الرئيس الأميركي بطلبات للمراجعة، مشيرا إلى أن العمل عليها يتم في حالات أخرى بشكل مستقل.
وقال كاردين في حديث للصحفيين في مبنى الكابيتول التابع للكونغرس الأميركي يوم الخميس: "نحاول تنظيف الكثير من ذلك"، موضحا أن "بعضا منها (الصفقات المجمّدة) لم تعد مبيعات ذات صلة، لذا سنحاول العمل مع الإدارة (الأميركية) لبحث ما إن كانوا لا يزالون مهتمّين بهذه المبيعات. لكن بعضها أودّ أن نعمل عليها مع الإدارة (كي).. نتمكن من الإعلان عن أي اعتراضات لدينا بشأنها".
وذكرت بلومبيرغ أن تصريحات كاردين "تعكس تحوّلا في سلوك اللجنة منذ أن تخلى رئيسها السابق، بوب مينينديز، عن إدارتها في ظل مواجهته ادعاءات قانونية في نيويورك بتلقي رشاو.
وكان مينينديز أعلن في عام 2022، أنه سيحجب مبيعات الأسلحة إلى السعودي في ظل قرار أصدرته الدول المصدّرة للنفط "أوبك"، والتي تقودها المملكة، بخفض إنتاج النفط.
ولدى الكونغرس العديد من صفقات الأسلحة المُعلّقة للسعودية، كما أن بايدن لم يرفع بعد الحجب عن مبيعات الأسلحة الهجومية للمملكة، والذي كان قد فرضه في بداية توليه الرئاسة الأميركية، إذ كان قد تعهد بأنه سيجعل من ولي العهد السعودي، الأمير محمد بن سلمان "منبوذا" في ظل مقتل الصحفي السعودي، جمال خاشقجي.
لكن بلومبيرغ تنوه إلى أن أولوية إدارة بايدن تحوّلت منذ ذلك الحين، إذ كانت تسعى قبل اندلاع الحرب بين حماس وإسرائيل في السابع من أكتوبر، إلى التوصل لاتفاق ثلاثي مع السعودية وإسرائيل، تحظى بموجبه المملكة باتفاقيات أمنية مقابل التطبيع مع إسرائيل.
وذكرت أن تلك المحادثات، التي توقفت في ظل الحرب تُستكمَل بهدوء.
وأشار السيناتور الديمقراطي، كاردين، إلى أن اللجنة تراجع أيضا مبيعات أخرى للأسلحة، لكنه رفض الخوض في تفاصيل الأنظمة العسكرية أو قرارات تعليق بيعها، واكتفى بالقول إن التعامل مع إخلاء التأخيرات التي تخصها "تعد مسؤولية اللجنة".
وفيما يخص اتفاق مجموعة الدول الصناعية السبع "G7" بخصوص استخدام الأصول الروسية المجمّدة لمساعدة أوكرانيا في الدفاع عن نفسها، رحب كاردين بالخطوة، لكنه ذكر أنه يريد برؤية المزيد من الولايات المتحدة وحلفائها، منه ما قد يشمل الحصول على تلك الأصول المجمَّدة.
