هدفت المنصات الإلكترونية بوزارة التجارة والصناعة وترويج الاستثمار إلى تعزيز بيئة الاستثمار في سلطنة عُمان من خلال توفير السرعة والكفاءة في تقديم الخدمات. بالإضافة إلى ذلك، سهّلت الخدمات القانونية والتنظيمية التي تدعم الأعمال التجارية للمستثمرين وتوفر بيئة أعمال تتسم بالشفافية والموثوقية. تتيح منصة "حزم" للمشغلين الاقتصاديين (المستوردين والمصنعين) الحصول إلكترونيًا على شهادة المطابقة العمانية وبطاقات كفاءة الطاقة للمنتجات، وشهادة الإرسالية (للشحنة)، بالتكامل مع الأنظمة ذات العلاقة مما يضمن للمستهلك توفير منتجات آمنة وسليمة، وحماية صحة وسلامة المستهلك، وتسهيل عمليات الفسح الجمركي، وتوفير عدد من الخدمات الإلكترونية.
وأشار عماد بن خميس الشكيلي، مدير عام المواصفات والمقاييس بوزارة التجارة والصناعة وترويج الاستثمار، إلى أنَّ "منصة حزم" تمثل حلقة وصل بين مختلف المنصات والأنظمة الأخرى المتعلقة بالمطابقة، موضحًا أنّه تم إصدار 192 شهادة مطابقة عمانية للأجهزة منخفضة الجهد عبر "منصة حزم"، كما تم إصدار 1908 بطاقات لكفاءة الطاقة للمكيفات. وأضاف الشكيلي إنه تم أيضًا إصدار 266 بطاقة لكفاءة الطاقة للمنتجات المشمولة في المرحلة الثانية من لائحة نظام المطابقة العماني وهي (غسالات ملابس وثلاجات ومجمدات وسخانات المياه). وأوضح أنه تم تعيين 19 جهة تقويم مطابقة في مجال كفاءة الطاقة.
وأكد مدير عام المواصفات والمقاييس بوزارة التجارة والصناعة وترويج الاستثمار أنّ "منصة حزم" تتضمّن في مرحلتها الأولى العمل على مطابقة عددٍ من المنتجات في مجال متطلبات السلامة والتوافق الكهرومغناطيسي للأجهزة الكهربائية منخفضة الجهد.
منصة معروف عُمان
تعمل منصة "معروف عُمان" على إيجاد بيئة قانونية وتنظيمية لتطوير وتعزيز التجارة الإلكترونية، وتوثيق المتاجر الإلكترونية المحلية، وتنظيم العمليات المتعلقة بالبيع والشراء عبر الإنترنت، وتسهيل وتبسيط وتسريع إجراءات الأعمال التجارية والاستيراد والتصدير، وتنظيم العمل التجاري، وتنويع الاقتصاد الوطني في سلطنة عُمان.
وقالت عزاء بنت إبراهيم الكندية، مديرة دائرة الشؤون التجارية والتجارة الإلكترونية، إن خلال فترة قصيرة تلقت المديرية بالوزارة نحو 100 طلب للتسجيل عبر منصة "معروف عمان" إلا أن نسبة كبيرة لم تستكمل جميع الشروط. وأضافت أن المنصة تعد الأولى من نوعها في سلطنة عُمان وهي مُكملة لأحكام اللائحة التنظيمية للتجارة الإلكترونية الصادرة في سبتمبر العام الماضي. وتُعدّ المنصة مبادرة تحت إشراف وزارة التجارة والصناعة وترويج الاستثمار بالتعاون مع شركة رحال بالشراكة مع شركة ثقة لحلول الأعمال في المملكة العربية السعودية. وتهدف من خلالها إلى رفع موثوقية المتاجر الإلكترونية العاملة في سلطنة عُمان بالنسبة للمتعاملين في التجارة الإلكترونية، مع تبسيط وتيسير تسجيل الشركات المرخصة في مجال التجارة الإلكترونية. وإيجاد بوابة (منصة) رقمية تضم المتاجر الإلكترونية المرخصة في سلطنة عُمان، لتكون مرجعًا للتجار والمستهلكين. وتحسين ثقافة التسوق الإلكتروني وتجربة المستفيدين المحليين التي تتم عبر المتاجر الإلكترونية. وتنظيم التعاملات التجارية (البيع والشراء) التي تتم في مجال التجارة الإلكترونية، مع تعزيز تنويع قاعدة الأنشطة الاقتصادية الوطنية.
وتستهدف المنصة بشكل خاص التجار والمستهلكين، وبشكل عام كافة المتعاملين عبر عمليات التجارة الإلكترونية التي تتم في كافة المنصات الرقمية بما في ذلك المواقع والتطبيقات الإلكترونية، إضافة إلى وسائل التواصل الاجتماعي في المرحلة الأولى.
وأضافت مديرة دائرة الشؤون التجارية والتجارة الإلكترونية: إن آلية عمل المنصة تنقسم في عملها حول فئتين بحيث تتيح المنصة خاصية إنشاء حساب خاص بالتاجر أو الزائر. يُعنى حساب الزائر بتقييم المتاجر الموثقة في المنصة، إلى جانب خاصية الاطلاع والبحث عن كافة المتاجر الموثقة. أما حساب التاجر فهو مخصص لأصحاب المتاجر الإلكترونية، ويمكن من خلاله تقديم طلب توثيق المتجر الإلكتروني بعد الحصول على التراخيص المطلوبة لمزاولة أنشطة التجارة الإلكترونية من وزارة التجارة والصناعة وترويج الاستثمار. حيث يتم التدقيق على طلبات التوثيق ومنح علامة ثقة للمتجر الإلكتروني بعد التأكد من صحة كافة البيانات المقدمة. كما تتيح المنصة للتجار سهولة الوصول للمستفيدين المستهدفين، وفرصة تسويق متاجرهم الإلكترونية عبر مختلف منصات "معروف".

أسهمت المنصات الإلكترونية في وزارة التجارة والصناعة وترويج الاستثمار بشكل فعال في تحويل جميع الخدمات التي تقدمها الوزارة إلى خدمات إلكترونية ذات سرعة ودقة أكبر، مع تقديم خدمات أسهل وذات كفاءة لتعزيز بيئة الاستثمار في سلطنة عُمان. مما يسهم في تسريع إجراءات التراخيص وتخليص المعاملات الخاصة بالاستيراد والتصدير والتأكد من مطابقة المنتجات للوائح والقوانين المعمول بها في سلطنة عُمان.
تسهم اللائحة التنظيمية للتجارة الإلكترونية كثيرًا في تنظيم مزاولة نشاط التجارة الإلكترونية مما يوفر بيئة قانونية وتنظيمية لتطوير وتعزيز التجارة الإلكترونية، كما تسهم في تنظيم العمليات المتعلقة بالبيع والشراء عبر الإنترنت وتوثيق المتاجر الإلكترونية المحلية لتسهيل الوصول إليها، والعمل على التقليل من عمليات النصب والاحتيال مع مواكبة الدول المتقدمة في مجال تنظيم التجارة الإلكترونية والعمل على رقابة المتاجر الإلكترونية ووضع الجزاءات الإدارية للمخالفين.
