الأمية ارتفعت لـ24%.. تحرك برلماني عاجل لمواجهة التسرب من التعليم

طالبت الدكتورة دينا أحمد إسماعيل، عضو مجلس النواب، الحكومةَ بصفة عامة ووزارة التربية والتعليم والتعليم الفني بصفة خاصة؛ اتخاذ جميع الإجراءات لمواجهة مشكلة ارتفاع نسبة الأمية؛ خصوصًا بعد إعلان وزارة التربية والتعليم والتعليم الفني، التي أعلن فيها، أن نسبة الأمية بلغت في مصر 24.2% حتى نهاية 2022، حسب الإحصائيات الرسمية، وبلغت نسبة الأمية في الذكور 40%، بينما بلغت النسبة في الإناث 60% بالخطيرة والصادمة.
وطالبت إسماعيل، في بيان لها اليوم السبت، بالبحث عن وسائل وأساليب جديدة لمواجهة هذه الأزمة؛ خصوصًا أن هناك العديد من دول العالم التي تتحدث حاليًّا عن ملفات الأمية الرقمية والتكنولوجية، ونحن ما زلنا نتحدث عن أُمية القراءة والكتابة، قائلةً: إن وصول الأمية في مصر إلى هذه النسب الكبيرة والصادمة سيقف عائقاً أمام المشروع الخاص برقمنة مصر.
وتساءلت الدكتورة دينا أحمد إسماعيل: كيف سيتعامل مثل هؤلاء المواطنين مع ثورة المعلومات وتكنولوجيا الاتصالات؟! مطالبة الحكومة بالإسراع في تحويل جميع مدارس التعليم قبل الجامعي خلال إجازة العام الدراسي وفي الفترات المسائية، مع بدء العام الدراسي، إلى مدارس تكون مهمتها مواجهة أزمة الأمية، على أن يقوم بهذا الدور جميع الخريجين الجدد من كليات دار العلوم واللغة العربية والآداب وغيرهم من حاملي المؤهلات العلمية التربوية، وأن يتم تحويل جميع العاملين بالهيئة العامة لمحو الأمية وتعليم الكبار إلى هذه المدارس، وأن يكون هناك نائب لوزير التربية والتعليم والتعليم الفني مسؤولاً عن إدارة هذا الملف.
وطالبت الدكتورة دينا أحمد إسماعيل الحكومةَ باتخاذ جميع الإجراءات لمواجهة ظاهرة التسرب من التعليم؛ لأنها السبب الرئيسي في الارتفاع المستمر في نسبة الأمية بمصر؛ من خلال القضاء نهائيًّا على ظاهرة عمالة الأطفال ومنع جواز القاصرات مع وضع تشريع يكون فيه عقوبات مشددة لمثل هذه القضايا، قائلةً: إن الجهاز المركزي للتعبئة والإحصاء كشف عن صدمة كبيرة تتعلق بالمتسربين من التعليم بالمرحلتين الابتدائية والإعدادية وفقًا للنوع على مستوى الجمهورية؛ حيث بلغ إجمالي المتسربين نحو 150 ألف طالب خلال عام؛ منهم 28 ألف طالب بالمرحلة الابتدائية، و121 ألف طالب متسرب خلال المرحلة الإعدادية.

أعلنت وزارة التعليم فتح التقديم على (10,494) وظيفة تعليمية بنظام التعاقد المكاني في جميع الإدارات العامة للتعليم، للعام الدراسي 1447هـ، من خلال المنصة الوطنية الموحدة للتوظيف "جدارات"، وذلك لجميع الخريجين ووفق تخصصات محددة لسد الاحتياج.
ويبدأ التقديم على الوظائف التعليمية اعتبارًا من يوم الجمعة 07 رمضان 1446هـ الموافق 07 مارس 2025م، للمتقدمين وينتهي بنهاية يوم الأربعاء 12 رمضان 1446 هـ الموافق 12 مـارس 2025، وللمتقدمات يوم الجمعة بتاريخ 14 رمضان 1446هـ الموافق 14مارس 2025م، وينتهي بنهاية يوم الأربعاء 19 رمضان 1446هـ الموافق 19 مارس 2025م، وذلك وفقًا للائحة التنفيذية للموارد البشرية في الخدمة المدنية.

وتعتمد المفاضلة النهائية بين المرشحين على ضوابط وشروط شغل الوظائف التعليمية التي تتضمن: المعدل التراكمي (10%)، وأقدمية التخرّج (10%)، ودرجة اختبار الرخصة المهنية للعام (30%)، ودرجة اختبار الرخصة المهنية للتخصص (50%).
ويأتي إعلان التقديم على الوظائف التعليمية بنظام التعاقد المكاني مرتبطًا بالتوجهات المستقبلية لوزارة التعليم، وجزءًا من التحول في المنظومة التعليمية لاستقطاب الكوادر التعليمية المؤهلة، وفق ضوابط واشتراطات تحقق الكفاءة والمهنية، وتسهم في تحسين نواتج التعلم، وتعزيز جودة التعليم، إذ تتطلب التميّز المهني وتحقيق أعلى المعايير بتطبيق أدوات قياس معيارية تتيح اختيار الأكفاء من النواحي العملية والنظرية والتطبيقية، إلى جانب التأهيل المهني من خلال البرامج والدورات الملزمة التي ينفذها المعهد الوطني للتطوير المهني التعليمي وصولًا إلى "تمهين التعليم" بإيجاد معلم مؤهل حاصل على الرخصة المهنية لمزاولة مهنة التعليم.
