عاجل.. أمريكا تستخدم الـ "فيتو" ضد مشروع قرار جزائري لوقف فوري لإطلاق النار في غزة

أفشلت الولايات المتحدة بحق النقض (الفيتو) مجددا، مشروع قرار جزائري في مجلس الأمن الدولي يطالب بوقف فوري لإطلاق النار لأسباب إنسانية في قطاع غزة.

وصوت 13 عضوا في مجلس الأمن التابع للأمم المتحدة لصالح القرار، وكانت الولايات المتحدة ضده، فيما امتنعت بريطانيا فقط عن التصويت.
ويطالب مشروع القرار "بوقف فوري لإطلاق النار لأسباب إنسانية يجب أن تحترمه جميع الأطراف". كما تضمن المطالبة بالإفراج عن جميع المحتجزين فورا ودون أي شروط مسبقة. وطالبت الوثيقة بالتنفيذ الكامل للقرارين 2712 و2720 اللذين تم تبنيهما في 7 أكتوبر 2023 بشأن الصراع بين الإسرائيلي الفلسطيني.
وتم اعتماد قرار مجلس الأمن رقم 2712، مع التركيز على الحاجة إلى حماية الأطفال في النزاعات المسلحة، في 15 نوفمبر 2023، كما تم اعتماد القرار 2720، مع الأهداف المعلنة المتمثلة في زيادة ومراقبة إيصال المساعدات الإنسانية إلى قطاع غزة في 22 ديسمبر 2023.
وفي وقت سابق، قالت مندوبة الولايات المتحدة الدائمة لدى الأمم المتحدة ليندا توماس غرينفيلد، إن الولايات المتحدة لا تؤيد التصويت على المشروع الجزائري ووعدت بأنه في حال طرحه للتصويت "فلن يتم قبوله".
ووفقا لها، تعمل الولايات المتحدة على إبرام اتفاق بين إسرائيل وحماس بشأن إطلاق سراح المحتجزين، وهو ما يستلزم وقف الأعمال العدائية في غزة لمدة ستة أسابيع على الأقل. ويرى الجانب الأمريكي أن مشروع القرار الذي تقدمت به الجزائر لم يسهم في تحقيق هذه الأهداف.
وقدمت الولايات المتحدة يوم أمس الاثنين، مشروع قرار بديل خاص بها. وبحسب النص، فإن مجلس الأمن الدولي "يؤكد دعمه للتوصل إلى وقف مؤقت لإطلاق النار في غزة في أقرب وقت ممكن".
الجدير ذكره أن الولايات المتحدة قامت أكثر من مرة بعرقلة قرارات في مجلس الأمن الدولي من شأنها أن توقف تنفيذ الخطط العسكرية الإسرائيلية في قطاع غزة. وكان استخدام حق النقض اليوم هو المرة الثالثة التي تمنع فيها الولايات المتحدة مشروع قرار منذ بدء الحرب في أكتوبر 2023.
وعلى وجه الخصوص، في 8 ديسمبر 2023، منعوا مشروع قرار إماراتي يطالب بوقف فوري لإطلاق النار الإنساني في قطاع غزة. وفي 18 أكتوبر 2023، استخدمت واشنطن حق النقض ضد مشروع قرار برازيلي يدعو إسرائيل من بين أمور أخرى، إلى سحب الأمر الصادر لسكان غزة بالانتقال إلى جنوب القطاع. ثم عللت الولايات المتحدة قرارها بالقول إن مشروع القرار لم يذكر حق إسرائيل في الدفاع عن النفس.
