وزير التجارة يصدر قرارا بحظر تجزئة الخضار والفاكهة في الفرضة والجمعيات للحد من التلاعب بأسعارها

أصدر وزير التجارة والصناعة ووزير الدولة لشؤون الشباب محمد العيبان اليوم الاثنين قرارا بحظر تجزئة الخضار والفاكهة في الفرضة والجمعيات التعاونية للسيطرة على أسعارها والحد من التلاعب بسبب التجزئة وذلك اعتبارا من 1 فبراير المقبل.
وأوضحت (التجارة) في بيان صحفي أن القرار سيسهم في وقف التلاعب في أسعار الخضار والفواكه ويخفض الأسعار وكذلك مكافحة الغش في بلد المنشأ والوزن ومنع بيع التوالف في العبوات.
وذكرت أن القرار يحظر على جميع بائعي الخضار والفواكه القيام بالتجزئة من العبوات والصناديق الكبيرة إلى عبوات وصناديق صغيرة بأسواق الخضار (الفرضة) في الصليبية والعارضية والأندلس والجمعيات التعاونية والمخازن والمستودعات وأي أسواق أخرى يصدر بتحديدها قرار من وكيل الوزارة.
وبينت أن القرار يحظر كذلك ممارسة المزادات على العبوات والصناديق الصغيرة بعد تجزئتها من عبوات وصناديق كبيرة داخل المناطق والأسواق والبسطات المحددة للمزايدات كما يحظر البيع والعرض التسويقي للخضار والفواكه غير مكتملة النمو (النفلة) أوالتالفة أو الفاسدة في جميع أسواق الخضار والفواكه وممارسة المزادات عليها.
وأفادت بأن القرار يحظر أيضا عرض أو بيع أو تسويق المنتجات من الخضار والفواكه في جميع أسواق دولة الكويت ما لم يكتب على عبواتها بخط واضح وفي مكان بارز وزن محتوى العبوة وبلد منشأ السلعة واسم الشركة (المورد أو المزود) مضيفة أنه يمنع تغيير بلد المنشأ ومصدر السلعة الواردة منها لأي سبب.
وأشارت إلى أنه على جميع أصحاب البسطات والأسواق المركزية والمحلات التي تمارس نشاط بيع الخضار والفواكه استعمال الميزان عند البيع بالتجزئة للمستهلكين كما يحظر التلاعب أو استعمال طرق أو وسائل تخل بالوزن بأي شكل أو وسيلة كانت.
وذكرت أن القرار يحظر على تجار وبائعي الخضار والفواكه رفع أسعارها ارتفاعا مصطنعا بأية وسيلة أو طريقة كانت مثل تخزينها أو إخفاء كميات أو إذاعة أخبار غير صحيحة بقصد تحقيق ربح لا يكون نتيجة لواقع العرض والطلب.
وأوضحت أن سعر بيع الخضار والفواكه بالتجزئة (بالكيلو) يجب ألا يتجاوز بأي حال من الأحوال سعرها عند التجزئة بالعبوة أو الصندوق الكامل كما لا يجوز أن يتم الفرض على المشتري شراء كميات معينة منها.
وبينت أنه بموجب القرار ستعد الوزارة نموذجا ثابتا يوضح أسماء المنتجات وأوزانها وأسعارها ونوع التعبئة والسعر الذي انتهى عليه المزاد وسعر بيعها للمستهلك في الجمعيات التعاونية بحالتها عند البيع أو بعد التجزئة (الكيلو) بشكل يومي للمستهلكين.
وأشارت إلى أنه يسمح في بيع الخضار والفواكه المستوردة على الحالة التي استوردت بها في عبوات أو صناديق بأي حجم أو شكل بشرط عدم تغير الحالة التي استوردت بها وألا تكون فاسدة أو مغشوشة أو تالفة مشددة على اتخاذ كافة الإجراءات القانونية ضد كل من يخالف أحكام هذا القرار ويلغى كل حكم يعارضه.
