الحكومة تأمل إحداث 25 ألف وظيفة جديدة بفضل تعميم التعليم الأولي

أفاد تقرير حول الميزانية القائمة على النتائج من منظور النوع الصادر عن وزارة الاقتصاد والمالية، بأن تعميم التعليم الأولي للأطفال الذين تتراوح أعمارهم بين 4 و 5 سنوات سيتيح إمكانية خلق 51.903 منصب شغل جديد.
وأبرز التقرير أن “قياس المكاسب الاجتماعية والاقتصادية التي يمكن أن يولدها تحقيق أهداف البرنامج الوطني لتعميم وتطوير التعليم الأولي (PNGDP) قد أظهر أن تعميم التعليم الأولي للأطفال الذين تتراوح أعمارهم بين 4 و5 سنوات سيسمح بخلق 51,903 منصب شغل جديد”.
وفي هذا الصدد، أكد التقرير أن حوالي 71 في المائة من مناصب الشغل المستحدثة (أي 36,832 وظيفة) عبارة عن مناصب شغل مباشرة، مشيرا إلى أن التحليل من منظور النوع لمناصب الشغل هذه، أبان عن خلق 46,713 منصب للنساء و5,190 للرجال.
وشدد على أن تحقيق أهداف البرنامج الوطني لتعميم وتطوير التعليم الأولي لن يسمح فقط بخلق المزيد من فرص العمل لفائدة النساء، بل سيعزز أيضا إمكانية ولوجهن إلى العمل اللائق.
وعلاوة على ذلك، من شأن التعليم الأولي أن يحظى بأثر إيجابي على عرض اليد العاملة النسائية، من خلال تقليل الوقت المخصص لأعمال الرعاية غير مدفوعة الأجر، مما يمكن أن يدرج المرأة ضمن فئة الساكنة النشيطة.
وبذلك، فإن تنمية التعليم الأولي على الصعيد الوطني، أخذا بالاعتبار كثافة مناصب الشغل المباشرة وغير المباشرة، بما في ذلك تلك الموجهة للنساء، التي يمكن لها أن تولدها وكذا الدخل الذي يحتمل أن تعززه، فإنها تعتبر رافعة رئيسية لتعزيز التمكين الاقتصادي للنساء، وتقليص الفوارق على أساس النوع، وتثمين الرأسمال البشري.
ويكمن الهدف من التقرير حول الميزانية القائمة على النتائج من منظور النوع في إطلاع المواطنين على الجهود المبذولة للأخذ بالاعتبار القضايا المتعلقة بتعزيز المساواة بين المرأة والرجل في عمليات البرمجة وإعداد الميزانية داخل القطاعات الوزارية، وفقا لمقتضيات القانون التنظيمي لقانون المالية لسنة 2015.

أعلنت وزارة التعليم فتح التقديم على (10,494) وظيفة تعليمية بنظام التعاقد المكاني في جميع الإدارات العامة للتعليم، للعام الدراسي 1447هـ، من خلال المنصة الوطنية الموحدة للتوظيف "جدارات"، وذلك لجميع الخريجين ووفق تخصصات محددة لسد الاحتياج.
ويبدأ التقديم على الوظائف التعليمية اعتبارًا من يوم الجمعة 07 رمضان 1446هـ الموافق 07 مارس 2025م، للمتقدمين وينتهي بنهاية يوم الأربعاء 12 رمضان 1446 هـ الموافق 12 مـارس 2025، وللمتقدمات يوم الجمعة بتاريخ 14 رمضان 1446هـ الموافق 14مارس 2025م، وينتهي بنهاية يوم الأربعاء 19 رمضان 1446هـ الموافق 19 مارس 2025م، وذلك وفقًا للائحة التنفيذية للموارد البشرية في الخدمة المدنية.

وتعتمد المفاضلة النهائية بين المرشحين على ضوابط وشروط شغل الوظائف التعليمية التي تتضمن: المعدل التراكمي (10%)، وأقدمية التخرّج (10%)، ودرجة اختبار الرخصة المهنية للعام (30%)، ودرجة اختبار الرخصة المهنية للتخصص (50%).
ويأتي إعلان التقديم على الوظائف التعليمية بنظام التعاقد المكاني مرتبطًا بالتوجهات المستقبلية لوزارة التعليم، وجزءًا من التحول في المنظومة التعليمية لاستقطاب الكوادر التعليمية المؤهلة، وفق ضوابط واشتراطات تحقق الكفاءة والمهنية، وتسهم في تحسين نواتج التعلم، وتعزيز جودة التعليم، إذ تتطلب التميّز المهني وتحقيق أعلى المعايير بتطبيق أدوات قياس معيارية تتيح اختيار الأكفاء من النواحي العملية والنظرية والتطبيقية، إلى جانب التأهيل المهني من خلال البرامج والدورات الملزمة التي ينفذها المعهد الوطني للتطوير المهني التعليمي وصولًا إلى "تمهين التعليم" بإيجاد معلم مؤهل حاصل على الرخصة المهنية لمزاولة مهنة التعليم.
