عاجل | الشورى: على الوزارة منح الممارس الصحي السعودي ترخيصاً بممارسة تخصصه

وافق مجلس الشورى على مقترح مشروع إضافة مادة إلى نظام مزاولة المهن الصحية ، المقدم من عدد من أعضاء المجلس استناداً للمادة (23) من نظامه. جاء ذلك في قرار اتخذه المجلس خلال جلسته العادية الرابعة عشرة من أعمال السنة الرابعة للدورة الثامنة التي عقدها اليوم برئاسة معالي رئيس المجلس الشيخ الدكتور عبد الله بن محمد بن إبراهيم آل الشيخ.

واتخذ المجلس قراره بعد أن استمع إلى وجهة نظر اللجنة الصحية ، التي تلاها عضو المجلس رئيس اللجنة الدكتور حسن آل مصلوم ، بشأن ملحوظات الأعضاء وآرائهم التي أبدوها في جلسة سابقة تجاه ما تضمنه مقترح المشروع المقدَّم استناداً للمادة (23) من نظام المجلس ، من كل من أعضاء المجلس الدكتورة إيمان الجبرين والدكتور عبدالرحمن الراجحي ، والدكتور محمد الجرباء. وتضمن قرار المجلس الموافقة على إضافة المادة (الرابعة) مكرر إلى نظام (مزاولة المهن الصحية) ، الصادر بالمرسوم الملكي رقم (م/59) وتاريخ 4 /11/ 1426هـ ، لتكون بالنص الآتي :

على الوزارة تنظيم منح الممارس الصحي السعودي الفرد المستقل في التخصصات المناسبة ترخيصاً بممارسة تخصصه ، وتحدد اللائحة التنفيذية التخصصات المناسبة والشروط والضوابط اللازمة لذلك. ويهدف مقترح المشروع وفقاً لمقدميه إلى منع انتشار الأمراض نتيجة الممارسات غير النظامية ، وإيجاد السبل النظامية للترخيص والمتابعة والتقويم من وزارة الصحة من ذلك توفير العديد من الخدمات الصحية في المنزل من قبل ممارسين مؤهلين وضمن نظام يحمي مصلحة المريض والرعاية الصحية ، ومنح فرص عمل جديدة ودخل للكثير من الممارسين الصحيين ، وتخفيض تكلفة الخدمات الصحية المنزلية بعد إزالة حصرها على المؤسسات الصحية ، وتحسين الرعاية الصحية ورفع الجودة وذلك بتقصير بقاء المرضى في المستشفى ، وماينتج عنه من تقليل نسب العدوى الميكروبية المكتسبة داخل المستشفيات.

كما يهدف المقترح إلى دعم الهيئة السعودية للتخصصات الصحية والجمعيات المهنية بتواجد ممارسين صحيين في قطاع العمل المستقل (Freelance Healthcare Workers) ، وتنشيط دور المؤسسات التعليمية الصحية ، والمستشفيات التعليمية بإضافة دورات وورش عمل للممارسين الصحيين المستقلين. وفي قرار آخر اتخذه خلال هذه الجلسة ، طالب مجلس الشورى, صندوق التعليم العالي الجامعي بدراسة التنسيق مع البنوك السعودية للمساهمة في تغطية تكاليف التعليم الجامعي والمنح الداعمة للطلاب. واتخذ المجلس قراره بعد أن استمع إلى وجهة نظر لجنة التعليم والبحث العلمي ، التي تلتها عضو المجلس رئيس اللجنة الدكتورة عائشة زكري ، بشأن ملحوظات الأعضاء وآرائهم التي أبدوها في جلسة سابقة تجاه ما تضمناه التقريرين السنويين لصندوق التعليم العالي الجامعي للعامين الماليين 1442 / 1443هـ ، 1443 / 1444هـ .

وطالب المجلس في ذات القرار الصندوق بإيلاء المزيد من الاهتمام بالاستثمار في عناصر القوة لدى مؤسسات التعليم العالي ، المتمثلة - بشكل عام - في كوادرها البشرية ، ومستلزماتها المكانية والتجهيزية ، ومنتجاتها الأكاديمية والبحثية والرقمية. ودعا المجلس في قراره صندوق التعليم العالي الجامعي إلى التنسيق مع الهيئة العامة للأوقاف والجهات ذات العلاقة لدراسة إمكانية الإسراع في إنشاء أوقافه الخاصة لتعزيز موارده المالية وضمان استمراريتها. كما طالب مجلس الشورى بدراسة استثناء صندوق التعليم العالي الجامعي من عدم إلزامه بتحويل إيراداته إلى حساب جاري وزارة المالية في البنك المركزي السعودي استثناءً من نظام إيرادات الدولة الصادر بالمرسوم الملكي رقم (م/68) وتاريخ 18 /11/ 1431هـ . وضمن الموضوعات المدرجة على جدول أعمال هذه الجلسة ناقش المجلس مشروعاً بشأن مقترح تعديل نظام مكافحة المخدرات والمؤثرات العقلية الصادر بالمرسوم الملكي رقم (م/39) وتاريخ 8 /7/ 1426هـ ، المقدم استناداً للمادة (23) من نظام المجلس من عضو المجلس الدكتور هادي اليامي ،

وذلك بعد أن استمع المجلس إلى تقرير تقدمت به اللجنة الأمنية والعسكرية ، تلاه رئيس اللجنة اللواء علي آل الشيخ ، بشأن ما تضمنه مقترح مشروع تعديل النظام. وبعد طرح تقرير اللجنة للنقاش أبدى أعضاء المجلس عدداً من الملحوظات والآراء بشأن ما تضمنه مقترح مشروع التعديل فيما طلبت اللجنة في نهاية المناقشة منحها مزيداً من الوقت لدراسة ما طرحه الأعضاء من آراء ومقترحات والعودة إلى المجلس في جلسة لاحقة. إلى ذلك وافق مجلس الشورى ضمن الموضوعات المدرجة على جدول أعمال جلسته اليوم على مشروع اتفاقية بين مدينة الملك عبدالله للطاقة الذرية والمتجددة في المملكة العربية السعودية والوكالة الدولية للطاقة الذرية في شأن برنامج الموظفين المهنيين المبتدئين ، وذلك بعد أن استمع إلى تقرير تقدمت به لجنة الطاقة والصناعة ، تلاه عضو المجلس رئيس اللجنة الدكتور أسامة عارف ، بشأن مشروع الاتفاقية. وفي السياق نفسه وافق مجلس الشورى على مشروع مذكرة تفاهم بين حكومة المملكة العربية السعودية وحكومة جمهورية سنغافورة للتعاون في مجال تنمية رأس المال البشري وتطوير القادة في القطاع العام ، وذلك بعد أن استمع إلى تقرير تقدمت به لجنة الموارد البشرية والتنمية الاجتماعية ، تلاه عضو المجلس رئيس اللجنة الدكتور عبدالعزيز الجلعود ، بشأن مشروع المذكرة. كما وافق المجلس على مشروع اتفاقية بين حكومة المملكة العربية السعودية وحكومة جمهورية البرتغال في مجال خدمات النقل الجوي ، وذلك بعد أن استمع إلى تقرير تقدمت به لجنة النقل والاتصالات وتقنية المعلومات ، تلاه عضو المجلس رئيس اللجنة الدكتور عيسى العتيبي ، بشأن مشروع الاتفاقية.
