برنامج سعودي عن البترول في مرمى اتهامات بيئية

اتهم تقرير نُشر قبيل أيام من انطلاق أعمال مؤتمر الأطراف للمناخ "كوب 28" في دبي، السعودية بالسعي إلى "تحفيز الطلب على النفط بشكل مصطنع" رغم وعودها العلنية بدعم جهود التخلي عن الوقود الأحفوري.
ولم ترد السلطات السعودية، الثلاثاء، على أسئلة وجهتها إليها وكالة "فرانس برس" بشأن هذه الاتهامات.
والتقرير نشرته، الاثنين، القناة الرابعة في التلفزيون البريطاني "تشانل فور" بالاشتراك مركز التقارير المناخية، وهو منظمة غير حكومية متخصصة في الصحافة الاستقصائية والتغير المناخي.
ويركز التقرير على "برنامج استدامة الطلب على البترول" الذي أطلقته المملكة في 2020 والذي يسعى، وفقا للرياض، إلى "استدامة وتنمية الطلب على المواد الهيدروكربونية كمصدر تنافسي للطاقة، من خلال رفع كفاءتها البيئية والاقتصادية، مع ضمان أن يتم التحول في مزيج الطاقة بطريقة فعّالة ومستدامة للمملكة".
لكن التقرير اتهم هذا البرنامج بالسعي خصوصا إلى تعزيز استخدام المركبات التي تعمل على النفط في آسيا وأفريقيا إلى أقصى درجة ممكنة.
كذلك، قال التقرير إن السعودية، أكبر مصدر للنفط في العالم، تدعم النقل الجوي الأسرع من الصوت الذي يستخدم الوقود بكثافة، وتشجع في البلدان النامية إنشاء بنى تحتية للطاقة تستخدم النفط السعودي.
ونُشر هذا التقرير قبيل أيام من افتتاح مؤتمر الأمم المتحدة المعني بتغير المناخ "كوب 28" في دبي، الخميس.
ودعا مسؤولون في قطاع الطاقة في كل من السعودية والإمارات إلى مواصلة الاستثمارات في الوقود الأحفوري من أجل ضمان أمن الطاقة، بانتظار أن يتم التخلي في نهاية المطاف عن المحروقات والانتقال إلى مصادر الطاقة المتجددة.
وبحسب التقرير، فإن "برنامج استدامة الطلب على البترول" يهدف إلى "تعزيز استهلاك النفط في آسيا وإفريقيا، وهدفه النهائي يتمثل في حماية عائدات النفط السعودي في مواجهة مبادرات التخلص تدريجياً من الوقود الأحفوري".
وأورد التقرير مكالمة هاتفية أجراها صحفيون مع مسؤول في "برنامج استدامة الطلب على البترول" من دون أن يعرّفوا عن أنفسهم بصفتهم تلك، سئل خلالها المسؤول عما إذا كان هدف الرياض هو "تحفيز الطلب بشكل مصطنع في بعض الأسواق الرئيسية"، فأجاب "هو كذلك".
وأضاف المسؤول وفقا للمكالمة "هذا أحد الأهداف الرئيسية التي نسعى لتحقيقها".
وقبيل قمة "كوب 26" التزمت السعودية في 2021 بتحقيق صافي انبعاثات كربونية صفرية بحلول عام 2060، في تعهد أثار شكوك منظمات بيئية.
ويأتي نشر هذا التقرير بعدما أفادت هيئة الإذاعة البريطانية "بي بي سي" بأن رئيس مؤتمر الأطراف للمناخ "كوب 28"، سلطان الجابر، الذي يرأس أيضاً شركة النفط الإماراتية "أدنوك"، أراد استغلال دوره في المؤتمر لإبرام صفقات في مجال الوقود الأحفوري.
وكان اختيار رئيس "أدنوك" لرئاسة مؤتمر الأمم المتحدة المعني بتغير المناخ "كوب 28" قد تعرض لانتقادات حادة وجهها المدافعون عن البيئة.
