مستشار حكومي يقدم إيجازا بالوضع الاقتصادي للعراق وسط التطورات العالمية - عاجل

أوجز المستشار المالي والاقتصادي لرئيس الوزراء مظهر محمد صالح، اليوم الأحد (26 تشرين الثاني 2023)، الوضع الاقتصادي في البلاد مع ارتفاع أسعار النفط في السوق العالمي.
وقال صالح، لـ"بغداد اليوم"، ان "اي ارتفاع في متوسط سعر برميل النفط الخام المصدر فوق السعر المقر في الموازنة العامة الاتحادية البالغ 70 دولارا خلال السنة المالية كمتوسط، سيساعد على تقليص فجوة العجز ويقود الموازنة الى التوازن، ويمنح السياسة المالية التدفقات الكافية لتنفيذ البرامج والمشاريع الاستثمارية دون التوسع في تمويل العجز من مصادره الخارجية او الداخلية وهو العجز السنوي المقدر بنحو 63 ترليون دينار والذي يتوقع عدم بلوغ العجز المذكور في السنة المالية الراهنة باستثناء بعض الاقتراضات المحدودة جدا".
وبين انه "في ضوء ما تقدم، فان السنة المالية 2023 سنة تقترب فيها الموازنة العامة الاتحادية من التوازن، وبالرغم من ذلك فان الايرادات النفطية للعراق وسعر برميل النفط قد لامس 80 دولارا للبرميل كمتوسط للعام 2023، لذا فان العراق مازال يمثل قوة اقتصادية في الجغرافية السياسية لعالم الطاقة يؤثر في مسار الطلب العالمي على النفط ويتأثر بالوقت نفسه بانعكاسات الاحداث الدولية على اسواق الطاقة".
وأضاف انه "بشكل واضح تشكل السوق الاسيوية احد اكبر المستقبلات للنفط العراقي وبالمقابل فان الروابط الاستيرادية لبلادنا ترتكز بشكل كبير على انتاج اسيا السلعي، وبالرغم من الحروب الدولية هنا وهناك فان تجارة العراق الخارجية النفطية وغيرها هي في درجة عالية من الاستقرار وينسجم وضعها مع تطور سياسة التنمية الوطنية و المشاريع الاستثمارية التي اعتمدتها موازنة السنوات الثلاث".
وأكد المستشار المالي والاقتصادي لرئيس الوزراء انه "يعتمد تأثير تقلب اسعار النفط على المتوسط السنوي لعوائد برميل النفط المصدر نفسه، وحصيلة تأثير ذلك على اجمالي ايرادات الموازنة العامة السنوية ،فبالتأكيد قد تحصل تذبذبات سعرية تتقلب بين الارتفاع والانخفاض ولكن الاتجاه العام 2023 يتجه نحو الصعود".

وأشار معاليه إلى أن هذه المبادرة التي تستهدف تشجيع الاعتزاز بالهوية الوطنية والانتماء الثقافي، وإبراز مكانة الريال السعودي وتعزيز الثقة به، وإظهار مكانة المملكة ضمن الاقتصادات العالمية الكبرى ودول مجموعة العشرين، ستسلط الضوء على تنامي أهمية دور العملة الوطنية في المنظومة المالية العالمية.
وأشاد الأستاذ السياري، بالجهود الحثيثة التي أسهمت في تحقيق هذا الإنجاز، معربًا عن تقديره لجميع الجهات المشاركة في المشروع الذي قاده البنك المركزي السعودي لاعتماد رمز العملة الوطنية، بمن فيها وزارة الثقافة، ووزارة الإعلام، والهيئة السعودية للمواصفات والمقاييس والجودة.
ويجسد رمز العملة الوطنية - الذي صُمم بأعلى المعايير الفنية - ثقافة المملكة وتراثها العريقين، حيث يحمل الرمز اسم عملتنا الوطنية "ريال" بتصميم مستوحى من الخط العربي، وسيعزز الرمز من تمثيل الريال السعودي في السياق المحلي والإقليمي والدولي؛ ما يجعله مناسبًا للاستخدام في الإشارة إلى الريال السعودي في جميع التعاملات المالية والتجارية.
