المملكة ودول عربية يصدرون بيانًا مشتركًا في أعقاب "قمة القاهرة للسلام" /عاجل

أصدرت المملكة العربية السعودية وعدد من الدول العربية بيانا مشتركا في أعقاب " قمة القاهرة للسلام"، فيما يلي نصه: في أعقاب "قمة القاهرة للسلام" التي عقدت في القاهرة يوم 21 أكتوبر 2023، وفي ضوء استمرار التصعيد الذي بدأ يوم السبت 7 أكتوبر 2023 في كل من إسرائيل والأرض الفلسطينية المحتلة خاصة في قطاع غزة، واستمرار سقوط الضحايا المدنيين الأبرياء، والانتهاكات الصارخة للقانون الدولي والقانون الدولي الإنساني؛

أصدر وزراء خارجية كل من المملكة العربية السعودية، ومملكة البحرين، وسلطنة عمان، ودولة الإمارات العربية المتحدة، ودولة الكويت، وجمهورية مصر العربية، وجمهورية العراق والمملكة المغربية، وجمهورية موريتانيا، وجمهورية القمر المتحدة بياناً تضمن العناصر التالية:

- إدانة ورفض استهداف المدنيين، وكافة أعمال العنف والإرهاب ضدهم، وجميع الانتهاكات والتجاوزات للقانون الدولي بما فيه القانون الإنساني الدولي والقانون الدولي لحقوق الإنسان من قبل أي طرف، بما في ذلك استهداف البنية التحتية المدنية.

- إدانة التهجير القسري والفردي أو الجماعي، وكذلك سياسة العقاب الجماعي.

- تأكيد الرفض في هذا السياق لأي محاولات لتصفية القضية الفلسطينية على حساب الشعب الفلسطيني وشعوب دول المنطقة، أو تهجير الشعب الفلسطيني خارج أرضه بأي صورة من الصور باعتباره انتهاكاً جسيماً للقانون الدولي الإنساني وبمثابة جريمة حرب.

- التأكيد على ضرورة الالتزام بالعمل على ضمان الاحترام الكامل لاتفاقيات جنيف عام 1949م، بما في ذلك ما يتعلق بمسئوليات قوة الاحتلال، وأيضاً على أهمية الإفراج الفوري للرهائن والمحتجزين المدنيين، وضمان توفير معاملة آمنة وكريمة وإنسانية لهم اتساقاً مع القانون الدولي،

مع التأكيد على دور اللجنة الدولية للصليب الأحمر في هذا الصدد.

- التشديد على أن حق الدفاع عن النفس الذي لا يكلفه ميثاق الأمم المتحدة لا يبرر الانتهاكات الصارخة للقانون الدولي والقانون الدولي الإنساني، أو الإغفال المتعمد للحقوق المشروعة للشعب الفلسطيني، بما فيها حق تقرير المصير، وإنهاء الاحتلال المستمر من عشرات السنين.

- مطالبة مجلس الأمن بإلزام الأطراف بالموقف الفوري والمستدام لإطلاق النار. - التأكيد على أن التقاعس في توصيف الانتهاكات الصارخة للقانون الدولي الإنساني يعد بمثابة منح الضوء الأخضر لاستمرار هذه الممارسات، وتورط ارتكابها.

- المطالبة بالعمل على ضمان وتسهيل النفاذ السريع والأمن المستدام للمساعدات الإنسانية إلى قطاع غزة دون عوائق وفقاً للمبادئ الإنسانية ذات الصلة، وعلى تعبئة موارد إضافية بالتعاون مع الأمم المتحدة والمنظمات والوكالات التابعة لها وخاصةً الأونروا.

- الإعراب عن بالغ القلق إزاء احتمال توسع المواجهات الحالية ورقعة الصراع لتمتد إلى مناطق أخرى في الشرق الأوسط، ودعوة جميع الأطراف إلى ممارسة أقصى درجات ضبط النفس، مع التشديد على أن توسع هذا الصراع سيكون له عواقب وخيمة على شعوب المنطقة وعلى الأمن والسلم الدوليين.

- الإعراب عن بالغ القلق إزاء تصاعد العنف في الضفة الغربية، ومطالبة المجتمع الدولي بدعم وتعزيز السلطة الوطنية الفلسطينية، وتقديم المساعدة المالية للشعب الفلسطيني، بما في ذلك من خلال المؤسسات الفلسطينية، باعتباره أمراً بالغ الأهمية.

- التأكيد على أن غياب الحل السياسي للصراع الفلسطيني الإسرائيلي، أدى إلى تكرار أعمال العنف والمعاناة للشعبين الفلسطيني والإسرائيلي وشعوب المنطقة، وتأكيد أهمية قيام المجتمع الدولي، لاسيما مجلس الأمن، بتحمل مسئولياته من أجل السعي لتحقيق السلام في الشرق الأوسط، وبذل جهود سريعة وحقيقية وجماعية لحل الصراع وإنفاذ حل الدولتين على أساس قرارات الأمم المتحدة ذات الصلة، وبما يضمن إقامة دولة فلسطينية مستقلة وذات سيادة ومتواصلة الأراضي وقابلة للحياة على خطوط ما قبل الرابع من يونيو لعام 1967م، وعاصمتها القدس الشرقية.
